About this file
This is a Questions and Answers document for federal contract opportunity FA570226DM0002 concerning a Closed Loop Wash Rack System, updated through May 8, 2026. The document addresses contractor inquiries regarding delivery, installation, specifications, and operational requirements for an unenclosed wash rack system to be installed at Al Udeid Air Base in Qatar.
The wash rack system requires high-pressure hot water wash equipment at 4 GPM @ 3000 PSI with integrated heating elements, designed to service Aerospace Ground Equipment vehicles and aircraft servicing carts with a single operator wash station. The system must accommodate a 20-foot wide by 40-foot long unenclosed wash bay footprint with an adjacent 10-foot by 40-foot footprint for oil-water separation (OWS) tanks and equipment, supporting a gross vehicle weight load rating of 30,000 pounds on level asphalt pavement. Installation includes site preparation (minimal, as the site is already leveled), utility hookup (power and water within 50 feet, with contractor responsible for extended runs), and testing. The contractor must provide an intake pump for water drawn from a storage tank filled by water truck, include a 55-gallon oil-water separator holding tank, and ensure the product is movable by forklift with forklift pockets or lifting lugs. Water will be heated, and Aircraft soap B&B JET-7 will be used as the cleaning compound. The system will operate 6-8 hours daily with approximately five washes per day and must comply with AUAB 379th Environmental Management Plan discharge standards with no discharge to surrounding areas or sewers. Delivery may occur to either California (CA 95304) for military shipment or directly to Al Udeid Air Base; locally sourced/procured solutions are preferred. Design approval is required prior to installation, and contractors must obtain their own base access with no Government-furnished equipment or on-base lodging provided.
