This instruction supplements AFI 34-239, Food Service, and implements OPORD 05-01 (S), dated 24 May 2005. It contains guidance on food service support from appropriated fund (APF) dining facilities operated on Al Udeid Air Base (AUAB), Qatar. This instruction applies to all organizations on AUAB. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with this manual, and are disposed of in accordance with the Air Force Records Disposition Schedule (RDS) located at https://webrims.amc.af.mil.
Contact supporting records managers as required. Send comments and proposed changes to this publication on an AF Form 847, Recommendation for Change of Publication, through channels to the Base Publishing Manager, 379 ECS/SCSP, APO AE 09309.
1. Overview. Appropriated fund dining facilities are the primary food support for United States and coalition forces residing on Al Udeid AB. Special morale building events and ceremonial type wing functions are authorized limited APF food support in accordance with the intent of the rules governing dining facilities. Mission essential beverage issuance is approved from APF dining facilities in accordance with paragraph 5. Meals away from the dining facility (DF) support personnel unable to leave duty due to mission requirements. Flight, ground support and Distinguished Visitor services are authorized as part of the APF program as explained in Attachment 2.
2. Concept. For the purpose of this instruction, and concerns for the well-being of members assigned to AUAB, personnel should only consume food items offered through approved food sources. Due to the limited number of approved food sources and lack of a traditional Air Force Club system, APF dining facilities provide limited support for approved morale functions on AUAB. Function support is based on authorized AFI guidance for mission needs and as directed in writing by the installation commander.
AFI 34-239 ALUDEIDSUP1, 2 JUNE 2006 2
3. Unit morale functions. AUAB units are authorized one or two morale functions (BBQ) per month, depending on organizational strength IAW OPORD 05-01 (S). Unit first sergeants or equivalents will submit requests for morale function support at least seven days in advance. Unit Morale Functions Request Form, Attachment 1, shows available food items on the AUAB Home http://intranet.auab.centaf.ds.af.mil/SVS/services/images/BBQ%20Request.xls. Services will make substitutions based on availability and/or mission requirements and reserve the right to restrict unit functions on major US holidays, during wing-wide events including Armed Forces Entertainment (AFE)/United Service Organization (USO) shows and during AEF rotations.
3.1. Units with 250 personnel or less are authorized one monthly function. Units with 251 or more people are authorized two functions not to exceed unit strength, e.g. units of 500 may request two functions of 250.
3.2. When unit representatives pick up requested BBQ loaner items, they will sign for all items on an AF Form 1297, Temporary Issue Receipt, or other locally developed form. All items must be returned within 24 hours for use at the next BBQ function. Any unit failing to return items within the 24 hours will be in jeopardy of losing future morale function events.
3.3. Additional morale events may be authorized by 379 AEW/CC, 379 EMSG/CC or 379 AEW/CCC such as AF promotion release celebrations (not individual sew on parties). These events will follow unit morale BBQ procedures above including menu and are normally limited to food for 200 personnel. If authorized, the event will require a sponsoring unit or private organization to act as the POC.
3.4 Only items on the BBQ request form will be offered for unit BBQs. Other items can be purchased with private organization funds to enhance the event.
4. Responsibilities, level of support and requesting officials. 379th Services Squadron (ESVS) provides limited morale and official functions food support. The intent is to boost wing morale and support senior leaders during official protocol functions.
4.1. Support will not interfere with Food Service’s primary mission.
4.2. The ESVS Prime Vendor is the only approved food source for AUAB forces.
4.3. The matrix in Attachment 2 outlines responsibilities and support levels authorized at AUAB. The Food Service Flight Chief determines food availability and pick-up location. The 379 ESVS/CC approves deviations.
5. Coffee. Personnel exposed to the elements (weather) for extended periods, with no reasonable access to other facilities for beverages, or who need to remain alert, are authorized coffee at no cost. All other organizations/work centers must purchase beverages for their offices with personal funds and will use Army and Air Forces Exchange Service (AAFES) or other approved sources.

5.1. Unit commanders appoint primary and alternate coffee representatives in writing; see Attachment 3. Request/pick-up worksheet, Attachment 4, documents coffee distribution to units.
5.2. Authorized units can pick up coffee grounds, sugar, and creamer at the Manhattan Dining Facility on Tuesdays and Thursdays between 0800 and 1100 hours. Coffee pots, cups, and stir sticks are not authorized.
6. Meals away from dining facility. ESVS provides support, 24 hours a day, 7 days a week through the Grab-N-Go Flight Kitchen. To prevent food borne illness, meals must be consumed within four hours of pick-up. MREs are issued in place of ground support meal requests during surge periods or FPCON DELTA. When picking up orders, bring a completed AF Form 2039, Ground Support Meal Request, (downloaded from the Air Force Forms website) for meal accountability.
6.1. Ground Support Meals. Personnel unable to leave work due to mission requirements are authorized ground support meals. Orders require thirty (30) minutes advance notification and each meal is limited to two (2) cold sandwiches, two (2) snacks, two (2) drinks and two (2) pieces of fruit. Requests must include total quantity of meals, desired menu options, pick-up time, and name of person responsible for pick-up. Personnel requesting more than one ground support meal are required to sign for the additional meal.
6.2. Flight Meals. Flight meal requests require thirty (30) minute advance notification.
Requirements for flight meals are the same as required for ground support meals. Aircraft systems with oven capability are authorized frozen products and should notify the Flight Kitchen of this when ordering. Meals must be eaten within four hours to prevent temperature abuse which could lead to a case of food borne illness.
6.3. Hot Meal Support (carry out). Requests for hot meals with orders <11 or more must be made 30 minutes prior to the meal period and are limited to main entrée/meal items, hot meats, vegetables, starches, and two beverages. Meals must be eaten within four hours to prevent temperature abuse which could lead to a case of food borne illness.
7. DV/Protocol Dining Areas/Icebreaker and Conference Support.
7.1. Somerset Dining Facility DV/Protocol Dining Area. CAOC Protocol is responsible for approving all scheduled events in the Distinguished Visitor (DV) dining area. Reservations must be at least made 3 days in advance. The DV dining area is reserved for official CAOC functions hosted by CAOC personnel with the CFACC/DCFACC, general officers and CAOC/CCP having priority use. Cancellations must be made as soon as possible to avoid unnecessary preparations.
7.2. Manhattan Dining Facility DV/Protocol Dining Area (Twin Towers). 379 AEW/CCP is responsible for approving all scheduled events in the Distinguished Visitor (DV) dining area.
Installation Commander and General Officers have unlimited/priority use. Group Commanders, Chiefs Group, First Sergeants and directorates may reserve the room for official functions. All other reservations are space available; first come, first serve. Cancellations must be made as soon as possible to avoid unnecessary preparations.
AFI 34-239 ALUDEIDSUP1, 2 JUNE 2006 4
7.3. The main serving line is used for routine service. ESVS arranges tables as directed by requestor.
7.4. Buffet style may be utilized for DV service. ESVS sets tables as directed by requestor and Protocol office will facilitate any DV-related issues.
7.5 Menus for DV guests are subject to food availability. The Food Service Flight Chief approves any menu changes.
8 Icebreaker and Conference Support (Freedom Dining Facility).
8.1 Requests for HHQ icebreaker/conference support with O-7’s and above in attendance must be coordinated through 379 AEW/CCP/XP and approved by 379 AEW/CC. Refer to attachment 2 for level of support.
8.2 Requests for base level icebreaker/conference support with O-6’s in attendance must be coordinated through 379 AEW/XP and approved by the 379 EMSG/CC. Refer to attachment 2 for level of support.
8.3 For a list of menu/food items available for icebreakers/conferences contact the Food Service Flight Chief. Menus are subject to food availability. The Food Service Flight Chief approves any changes.
8.4 When the requestors pick up requested food items/supplies; they will sign for food items on AF Form 2039, Ground Support Request Form (for meal accountability), and all supply items/equipment will be signed for on an AF Form 1297, Temporary Issue Receipt. All items must be returned to the originating dining facility at the end of each day of the conference.
