About this file
This is a Questions and Answers document for RFQ FA568526QA21 issued by 39 CONS/PKC on September 1, 2026, regarding the procurement of appliances for Unaccompanied Housing (UH) at Incirlik Air Base in Turkey.
The Government clarified electrical specifications and delivery requirements in response to vendor inquiries. Acceptable electrical specifications are 120V/60Hz or 220-240V/50Hz for all three appliances (washers and dryers require 220-240V/50Hz only). The dryer must have a vented electrical system with no heat pump or condenser. The maximum acceptable delivery timeframe for CLIN 0001 is 10 weeks to accommodate transoceanic transit from the United States. The Government stated this is a new requirement, though prior purchases for household appliances have been made at Incirlik Air Base. Regarding business registration compliance with RFO 6.103-4, the Government will award only to a prime contractor that is formally registered and authorized to conduct business in Turkey prior to award; a locally registered partner does not satisfy this requirement if the prime awardee lacks registration. Interested parties may structure their proposals at their discretion provided the prime offeror fully satisfies all host-nation business registration and RFQ requirements. Dehumidifier extraction rate and voltage specifications are contained on page 5 of the RFQ.

MEMORANDUM FOR RFQ FA568526QA21 INTERESTED PARTIES
FROM 39 CONS/PKC
SUBJECT: Receipt of Question(s) from Vendor for RFQ FA568526QA21, Appliances for
Unaccompanied Housing (UH)
The following were questions submitted by a vendor on 21 Aug 26 for the subject requirement. The
Government’s responses are recorded in blue:
1. The requirement specifies 120V, while these models are 120V / 60Hz. Would 120V / 60Hz be acceptable for this requirement?
Yes, 120V/ 60 Hz is acceptable.
2. Compliant 120V units are unavailable in the Turkish market and must be sourced from the
U.S., making the one-week delivery timeline impossible. What is the maximum acceptable delivery timeframe for CLIN 0001 to allow transoceanic transit?
10 weeks is acceptable.
3. What is the extraction rate of the dehumidifier you are looking for? What voltage do they need to work on?
Both parameters are defined in Specifications; please reference page 5 of the RFQ.
4. Can you please confirm the complete electrical specifications (volts, hertz, and phases) for all 3 appliances the RFQ and the Q&A were not clear? Please also confirm the heating element (gas or electric) for the dryers. Once confirmed, we will be able to further review for a quote.
220-240 Volt / 50 Hz is acceptable for all three items.
Dryer - Must have vented system, and NO heat pump or condenser. (Electrical)
5. Is there any incumbent/recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.
This is a new requirement. Yes, the Government has made prior purchases for household appliances at Incirlik Air Base.
6. If acceptable to the Government, we would like to propose a 220V model instead. If our offer is accepted and we are awarded the contract, we can provide an appropriate 120V-compatible plug/adapter as necessary.
Only 220-240 Volt / 50 Hz is acceptable for the washers & dryers.
7. To ensure full compliance with RFO 6.103-4 prior to award, could you please advise whether the Government would accept:
a. LAND OCTOPUS LLC’s quotation with a Turkey-registered local partner formally identified before award; or
The Government will make an award only to an offeror (prime contractor) that is formally registered/authorized to conduct business in Turkey prior to award; partnering with a locally registered entity does not fulfill this requirement if the prime awardee is not registered.
b. A revised quotation submitted through the Turkey-registered local entity as the prime offeror, with LAND OCTOPUS LLC supporting as supplier/subcontractor.
The Government does not provide guidance on private business arrangements, except as provided by law. Interested parties may structure their proposals at their discretion, provided the submitting prime offeror fully satisfies all host-nation business registration and RFQ requirements.
