1. Price
2. Technical Capability
(c) Notice of award. ADDENDUM TO RFO 52.212-2, EVALUATION – COMMERCIAL PRODUCTS
AND COMMERCIAL ITEMS (NOV 21)
RFO Clause 52.212-2, Evaluation—Commercial Products and Commercial Services (Nov 2021), is hereby tailored in accordance with the following:
1. Removal of paragraph (b)
2. Insertion of a new paragraph (d) in the provision
(d) BASIS FOR CONTRACT AWARD. This is a lowest-price-technically-acceptable evaluation conducted in accordance with RFO 12.203 and RFO 15.103-2, as supplemented by the DRFO and Air Force Contracting Compass. By submission of its offer in accordance with the instructions provided in clause RFO 52.212-1, Instructions to Offerors – Commercial Items, the offeror accedes to the terms of this RFQ. Failure to meet a requirement may result in an offer being determined unacceptable. The evaluation process will include the following:
(1) Price: Offerors may be asked to clarify certain aspects of their proposals. Exchanges conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for proposal revision. The government intends to place an order without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in its best interest.
(a) The proposed prices will be evaluated for reasonableness. Reasonableness must represent a price to the Government a prudent party would pay in the conduct of competitive business. Customarily, price reasonableness is based on competitive quotations, as outlined in RFO 12.204(a).
(2) Technical Capability: The quote will be considered technically acceptable if it meets the specifications listed herein, to include delivery terms. Quotations that do not meet these requirements will be considered unacceptable and therefore will not be considered in the evaluation process for award. Technical capability shall be rated as follows:
Acceptable: Quote meets the technical requirements
Unacceptable: Quote does not meet the technical requirements
