About this file

This is a Question and Answer memorandum for RFQ FA568526QA20, issued by 39 CONS/PKB on 25 August 2026, addressing vendor inquiries regarding a metal plate embossing machine and red medical alert tags procurement.

The requirement involves acquiring a metal plate embossing machine capable of handling rectangular tags measuring 30–115 x 21–90 mm (1.18–4.53 x 0.83–3.54 inches) and medical alert tags measuring 57 x 32 mm (2.24 x 1.26 inches), with red medical alert tags specified at 2.25" x 1.25" (500 units). The machine is a new acquisition, not a replacement, and will connect to a standalone, off-network computer without requiring specialized software protocols or special characters on the drum. The government confirmed it requires FIFO stacking capability. Payment will be made via electronic fund transfer per FAR clause 52.232-33. Vendors must be fully registered in the System for Award Management (SAM.gov) and possess a SAM Unique Entity ID (UEI) to be eligible for award. Due to Turkey's competition restrictions under the U.S.-Turkey Defense and Economic Cooperation Agreement (DECA), Supplementary Agreement No. 3, only vendors legally registered to conduct business in the Republic of Turkey are eligible; offerors remain responsible for ensuring compliance with all applicable Turkish laws and regulations. The memorandum does not address the vendor's question regarding credit card payment processing timelines.

MEMORANDUM FOR RFQ FA568526QA20 INTERESTED PARTIES

FROM 39 CONS/PKB

SUBJECT: Receipt of Question(s) from Vendor Regarding RFQ FA568526QA20, Metal Plate Embossing Machine and Red Medical Alert Tags

The following are questions submitted by a vendor on 20 Aug 26 for the subject requirement. The Government’s responses are recorded in blue:

1. Are they replacing a current machine? If so, please advise the serial number so we can duplicate a replacement.

No, this is a new requirement.

2. What tags will they be using on the machine? Material, dimensions, and thickness needed

The following description was provided in the Requirement Description of the Purchase Request Package Checklist:

“Must be able to handle Rectangular tag: 30 ÷ 115 x 21 ÷ 90 mm - 1.18 ÷ 4.53 x 0.83 ÷ 3.54 in (WxH) & Medical alert tag: 57 x 32 mm - 2.24 x 1.26 in (WxH)” and the last line specifies “Red medical alert tag 2.25" x 1.25" (500 EA)”

3. Will they use the unit as a standalone or connected to a computer with software? If connected to a computer, please advise if they need a protocol

Unit will be connected to a standalone (off-network) computer.

4. Do they need a FIFO stacker (first tag printed goes to the top of the tray) or Side Eject (tags are completed in no specific order)?

Yes.

5. Do they need any special characters on the drum?

No special characters are needed on the drum.

6. We have therefore a primary question: we are in progress with organizing the credit card payment process procedure, and it can take a couple of weeks more. Would it be acceptable for You?

Electronic fund transfer is the Government’s method of payment; please refer to RFO 52.232-33

Payment by Electronic Funds Transfer-System for Award Management provided in Attachment

7. Could You please specify what do You mean as “vendors registered in Turkey”? A specific U.S.

army portal for the bid? or a Turkish VAT registered company?

Turkey has imposed competition restriction on procurements by U.S. Forces in Turkey per U.S.-Turkey Defense and Economic Cooperation Agreement (DECA), Supplementary Agreement No. 3. Consequently, 'vendors registered in Turkey' refers to local business entities legally registered to conduct business in the Republic of Turkey.

Vendors must be fully registered in the System for Award Management at SAM.gov and provide their SAM Unique Entity ID (UEI) with their quote to be eligible for award; please refer to RFO 52.204-7, System for Award Management—Registration provided in Attachment 1.

8. I am not very clear on what does it mean "registered to conduct business in turkey".

A vendor must be registered to do conduct business in Turkey with the proper authority. Please reference further information from the Government of Turkey here.

External links and references to host-nation legal resources are provided for informational and statutory compliance purposes only. It remains the responsibility of the offeror to determine and ensure full compliance with all applicable Turkish laws and regulations.
