Relevant RFP Text Offeror Question Question Responses

1 RFP Page 17 “(b) Submission of offers. Submit signed and dated offers to the office specified in this solicitation at or before the exact time specified in this solicitation. Offers may be submitted on the SF 1449, letterhead stationery, or as otherwise specified in the solicitation.”

Will the Government be providing a SF 1449 for the Offeror to submit with their proposal?

The Government will not be providing a SF 1449. Please submit your proposal in the Price Schedule format of Attachment 2.

2 PWS 4.3.2.3 “Initial Performance Status. The Contractor shall report contract performance status per PWS Table 2 and paragraph 4.4.4.6.”

Does the Government mean paragraph 4.4.4.5 Initial Performance Report? Paragraph 4.4.4.6 is not in the PWS.

PWS changed to keep original reference in RFP text.

3 RFP Instructions to Offerors (b)

(10) (p. 17); RFP Evaluation (a) (p.

20)

“Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references (including contract numbers, points of contact with telephone numbers and other relevant information);” (p.

17) “The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

1. Technical Capability

2. Price Technical and past performance, when combined, are equal to price.” (p. 20)

Does the Government require a Past Performance response in the Offeror’s proposal? If so, is the Past Performance response to be included in and evaluated with the Offeror’s Technical Capability response? The instructions state, “Past performance information, when included as an evaluation factor, to include recent and relevant contracts for the same or similar items and other references.” Evaluation lists “1.

Technical Capability” and “2. Price” as “factors used to evaluate offers,” and states, “Technical and past performance, when combined, are equal to price.” Please clarify.

Past performance will not be a requirement from the government.

Please see RFP v2.0 for changes.

4 Will contractor personnel be granted Status of Forces Agreement (SOFA) status or its equivalent, or will they be required to obtain visas in their tourist passports for the duration of the contract? Understanding this will help us plan for the necessary administrative processes and ensure compliance with host nation requirements.

Contractor personnel must live off base. Support from the government will only include recommendations on places to live. See PWS paragraph 2.1.4.6

5 Regarding lodging for contractor personnel, will accommodations be provided on base, or will we need to procure off-base lodging? Additionally, if off-base lodging is required, will the contractor be responsible for securing these accommodations, or will there be support from the Government in this process?

See answer #4

6 Is this a brand new contract or was there an incumbent performing these services? If not brand new, could you please provide the current/previous contract number?

This will be a brand new contract with no previous contracts of its kind.

7 RFP RFP document states CLIN 0001 is only for CST support, but PWS 2.1.1.4 states an SSM, CSTs and CAGs. In addition, PWS
