Yes, the IMPS contractor is responsible for making/issuing badges for the Turkish construction contractor.

5 PWS 2.3.1 &

Appendix A

PWS 2.3.1 states “The Contractor shall submit certifications of SSM proposed to the 39th Contracting Squadron (39 CONS) at time of proposal. Certifications submitted must be for current employees of the contractor and who the contractor intends to use on this contract.”

As a Contractor with Department of State (DoS) OBO experience, we would like to point out that the Contractor equivalent of the SSM on the DoS side is the Site Security Coordinator (SSC), whereas the SSM on the DoS side is normally a Government employee. Given this, would the Contracting Office accept OBO SSC experience as equivalent to SSM experience for purposes of submitting SSM documentation in our proposal?

Using an SSC with the SSM requirements stipulated in the PWS is acceptable.

6 PWS 2.3, “Specific Personnel Requirements” & Appendix A

The qualifications listed in Appendix A for the SSM are different (and more stringent) than those listed in PWS 2.3. Please clarify which set of qualifications prevail.

Use Appendix A

7 PWS Section 2.1.1.4

PWS Section 2.1.1.4. requires labor rates to be provided for each labor category, however, the provided pricing schedule calls for monthly FFP rates for all services. Where would the government like labor rates for each LCAT to be identified?

Labor rates will not be required to be submitted. Para. 2.1.1.4 removed.

8 PWS Section 2.1.4.7

PWS Section 2.1.4.7. states “The contractor shall be responsible for all costs and coordination related to obtaining work permits in TR.”

The ‘Laws Affecting US Personnel in Turkey’ states “All American civilians staying in Turkey longer than 90 days are required to have residency permits. Request for permits should be made at the base Pass and Registration Office within 30 days of arrival in Turkey.”

Will the government please confirm that the contractor may submit request for permits at the base Pass and Registration Office within 30 days of arrival in Turkey?

Yes, the contractor may submit request for permits at the base Pass and Registration Office within 30 days of arrival in Turkey.

9 PWS Sections 2.3.1 Appendix A SSM

LCAT

PWS Sections 2.3.1. and Appendix A SSM LCAT – Section the position requirements between these two sections do not match. Will the government please confirm the position requirements for the SSM?

Use Appendix A

10 PWS Sections 2.3.1

Appendix A Section 5.4.1

PWS Section 2.3.1., 2.3.3., Appendix A, and 5.4.1. – The PWS calls for the SSM and CST to be TS cleared but then required TS/SCI clearance in section 5.4.1. Will the government please confirm the clearance level required for the SSM and CSTs?

The SSM shall have TS, and one of the CSTs shall have TS. All other CST’s may have Secret only.

11 PWS Section 2.3.2 PWS Section 2.3.2. requires the contractor to hire a full‐time local translator. As this contract is for a US TS cleared Company who specializes in ICD‐705 IMPS services, this requirement does not seem appropriate for the security contractor to provide.

Since translations are likely to be necessary, will the government please consider remove the requirement from the security PWS and put the requirement on the construction contractor?

We have removed this requirement. When the CSTs need help explaining things to the workers, they can always use the construction contract site manager for this.

12 PWS Sections 2.3.3 Section 2.6.1 Section 2.3.3

PWS Section 2.3.3 and 2.6.1. 2.3.3. states the construction contractor hours are 0730‐1630 M‐F, however, 2.6.1. says 0700‐1700 M‐F. Will the government please confirm the hours of operation for the construction site.

0730‐1630 is the Turkish contractor’s hours. The IMPS contractor’s work hours are 0700 to 1700 to account for half an hours before and after the Turkish contractor’s hours for CST opening and closing procedures.

13 PWS Section 2.3.5 Section 2.1.2.2

PWS section 2.3.5. states “SSM and CST’s will be dual‐hatted to this role as needed.”. This can be interpreted to mean no CAGs will be provided and the SSM and CSTs will be the CAGs. The SSM must attend meetings and a variety of other SSM duties per the PWS preventing them from performing as a CAG at any given time.

PWS section 2.1.2.2. says 3 CSTs are required with a 1 CST : 4 worker ratio and 12 expected worker. If there are 12 worker and the SSM is unavailable, there would be no persons to act as CAGs. Will the government please confirm if CAGs are required to be provided or if the SSM and CSTs will fulfill all of the CAG duties?

Since the site is secured with a gated fence, a CAG is only needed during opening and closing times and when materials are delivered and during infrequent arrival and departure of Turkish contractor personnel throughout the workday, in which case one of the CSTs can suspend work for four of the Turkish contractor workers to let workers in and out of the site.

14 PWS Section 2.3.6

PWS 2.3.6. states “Contractor will be responsible for sending one local military personnel from Incirlik Air Base to a one-week DIA-accredited training course to become a CST, if needed, to augment the three CST’s that will be assigned to this contract.”

A contractor has no authority to send local military personnel anywhere. Will the government either remove this requirement or rephrase to ensure the contractor is able to provide the required service?

We have removed this requirement. To avoid incurring delays due to country‐clearance related requirements necessitated by a CST or other SSPs that would have to leave the project for some reason, the contractor shall maintain sufficient CSTs on hand that are accessible for such scenarios.

15 PWS Section 2.5.2.4

PWS Section 2.5.2.4. second paragraph states “The Contractor shall provide a fully developed training course designed to prepare CSTs and for security surveillance services. The Contractor shall provide a minimum forty (40) hour CST training course and a minimum twenty (20) hour SSM training course.”

Will the government please confirm that these training course must already be developed and be an accredited training program? Will the government please confirm that accompanying evidence of training program and accreditation must be provided with the submitted proposal to ensure the government can accurately review and confirm requirements are met?

The contractor shall have a developed and accredited training program and will submit documentation of proof with their proposal.

PWS Section 3.2 Infrastructure

PWS Section 3.2. Infrastructure. The requirements for the ACF are unnecessarily costly for a contract of 12 construction workers. Will the government consider alternatives to this description that meet the security requirements of the project/PWS but reduced infrastructure appropriate for the need?

All ACF requirements will remain the responsibility of the Turkish contractor.

17 PWS Section 3.2 Infrastructure

PWS Section 3.2. Infrastructure. States in multiple locations the “Turkish Contractor” is responsible for various items. The Turkish Contractor is providing the SSA per PWS 3..3. PWS section 3.4.

states “The Government will provide electric hookup for the Turkish Contractor Furnished ACF and other containers, such as break room, toilets, and office space.” Will the government please confirm the ACF responsibility is on the Turkish Contractor and remove it from the security PWS?

All ACF requirements are the responsibility of the Turkish contractor.

These references will not be removed from the security PWS.

PWS Section 3.2 Infrastructure

PWS section 3.2. states “Personnel screening area. This area is large enough for a walk-through metal detector and X- Ray/scanning equipment used for items carried onto the construction site.”

Section 3.0 does not identify a walk‐through metal detector nor X‐ Ray/scanning equipment as required for this contract. Will the government confirm if a walk‐through metal detector or X‐ Ray/scanning equipment are required to be provided on this contract?

A walk‐through metal detector or X‐ Ray/scanning equipment is NOT required to be provided on this contract.

19 PWS Section 3.3.2 This section does not identify who is responsible for the vehicle material inspection area. Will the government please confirm who is responsible for the vehicle material inspection area?

The vehicle material inspection area is the responsibility of the Turkish contractor.
