About this file

This is a Questions and Answers document for Solicitation FA568226QA061, issued by the 31 Contracting Squadron at Aviano Air Base, Italy, addressing clarifications on the procurement of one European 4x2 Tractor Truck with an optional second unit. The document does not specify response dates, award dates, or pricing terms, as it serves solely to clarify technical requirements raised by potential offerors.

Key technical clarifications include: the truck must accommodate multiple trailer types (flat-beds, curtain-side, and potentially low-loaders) with fifth-wheel coupling heights ranging from 1000-1250 mm, adjustable via remote control using airbags; an electric power socket (not hydraulic) is required for auxiliary power to semi-trailers; a high-roof cab is preferred to accommodate sleeping areas; spare wheel mounting is flexible (left, right, or behind cab) provided it does not interfere with operations; side skirts (not aerodynamic deflectors) are required between the axles; all vehicle documentation, user manuals, maintenance manuals, and display interfaces must be available in both English and Italian to accommodate bilingual operators; stationary air-conditioning and auxiliary heaters are not required; and if spare tire mounting is infeasible, vendors must explain the constraint in their proposal. The document includes three referenced images related to vehicle configuration specifications.

QUESTIONS AND ANSWERS

Solicitation: FA568226QA061 – European 4x2 Tractor Trucks 23 July 2026 Q 1: In addition to the semi-trailer shown in the photograph and described in the technical data sheet, are you also requesting the capability to tow a low-loader semi-trailer? This would require the provision of a low-loader tractor unit fitted with a height-adjustable fifth-wheel coupling.

A 1: The goal for this truck is to be able to tow different kinds of trailers, including flat-beds, soft-sided (curtain side) trailers, and potentially low-loaders. The flatbed and curtainside trailers will have that standard fifth wheel coupling height of 1150-1200 mm. Low loaders we have been looking at may have a fifth-wheel height that can range from 1000 - 1250 mm. Ideally, we are requesting a truck that can accommodate both. However, if this is not possible, the minimum requirement is for the flat bed and curtainside trailers (standard EU height). We do have a requirement for the fifth-wheel height to be adjusted via a remote inside the cab to allow for coupling of trailers of slightly different heights. This is normally done via airbags.

Example:

Q 2: Have I correctly understood your requirement? If not, we need the fifth-wheel coupling height for each type of semi-trailer to be towed.

A 2: The exact fifth-wheel height for each semi-trailer be towed is not available because the vehicles have not been purchased yet. However, please refer to previous answer.

Example:

Q 3: Should the dedicated auxiliary power take-off (PTO) for operating the winch or loading ramps be electric or hydraulic?

A 3: Electric.

Q 4: By “side aprons,” do you mean the aerodynamic deflectors mounted on the sides of the cab, or the side skirts installed between the axles?

A 4: We were referring to the side skirts installed between the axles.

4 August 2026 Q 5: Should the vehicle documentation be provided in Italian or English?

A5: English & Italian. We have both English-speaking and Italian-speaking members who will be operating the vehicles (see Amendment 2)

Q 6: Should the vehicle display/interface language be set to Italian or English?

A6: The vehicle display/interface must be set so that it is selectable in both English and Italian. We have both English-speaking and Italian-speaking members who will be operating the vehicles. (see Amendment 2) Q 7: The specification states: “The user manual and maintenance manual must be included.” Could you please confirm whether these manuals must be provided in English or Italian?

A7: English & Italian. We have both English-speaking and Italian-speaking members who will be operating the vehicles. (see Amendment 2)

Q 8: Is a high-roof cab or a medium-roof cab required?

A8: A high-roof cab is preferred to accommodate the sleeping area.

Q 9: One of the requirements states:

“The vehicle must be supplied with a spare wheel mounted on the right-hand side, together with all tools necessary for wheel removal and replacement.”

However, this configuration does not appear to be feasible, as the fuel tank is required to be installed on the right-hand side. Please refer to the attached picture.

Could you kindly clarify the required configuration?

A9: The spare tire may be mounted on either side or behind the cab, as long as it does not interfere the main operations of the vehicle. If a spare tire is unable to be mounted onto the vehicle, please explain why in the proposal. (see Amendment 2) Q 10: The specification states:

“A dedicated connection must be available to provide auxiliary power to the connected semi-trailer for the possible use of an electric winch or powered ramps.”

Could you please confirm whether only an electrical power socket is required, or whether a hydraulic power take-off (PTO) system is also required?

A10: Only an electrical power socket is required. We will not be utilizing a hydraulic PTO system.

Q11: Is a parking air-conditioning system required? Additionally, is an auxiliary stationary heater (e.g. Webasto type) required? These requirements do not appear to be specified in the tender documentation; otherwise, they will be excluded from our offer.

A11: A stationary air-conditioning system and an auxiliary stationary heater are not a requirement.
