About this file
This is a Questions and Answers document for Solicitation FA568226QA061, issued by the 31st Contracting Squadron at Aviano Air Base, Italy on 23 July 2026, addressing clarifications for the procurement of European 4x2 Tractor Trucks.
The document clarifies four key technical requirements for the tractor truck specification. Regarding trailer compatibility, the government confirmed that the truck must accommodate multiple trailer types including flat-beds, soft-sided (curtain-side) trailers, and potentially low-loaders, with the minimum requirement being compatibility with standard EU fifth-wheel heights of 1150-1200 mm for flat-bed and curtain-side trailers. For low-loaders, the fifth-wheel height may range from 1000-1250 mm, and vendors are requested to accommodate both specifications. The government acknowledged that exact fifth-wheel heights for each semi-trailer type are not currently available. Additionally, the solicitation specifies that the auxiliary power take-off (PTO) for operating winches or loading ramps shall be electric rather than hydraulic. Finally, clarification was provided that references to "side aprons" in the technical specifications refer to the side skirts installed between the axles, not aerodynamic deflectors mounted on the cab sides. The document includes referenced images illustrating the side skirts and trailer configurations.

QUESTIONS AND ANSWERS
Solicitation: FA568226QA061 – European 4x2 Tractor Trucks 23 July 2026 Q 1: In addition to the semi-trailer shown in the photograph and described in the technical data sheet, are you also requesting the capability to tow a low-loader semi-trailer? This would require the provision of a low-loader tractor unit fitted with a height-adjustable fifth-wheel coupling.
A 1: The goal for this truck is to be able to tow different kinds of trailers, including flat-beds, soft-sided (curtain side) trailers, and potentially low-loaders. The flatbed and curtain-side trailers will have that standard fifth wheel coupling height of 1150-1200 mm.
Low loaders we have been looking at may have a fifth-wheel height that can range from 1000 to 1250 mm. Ideally, we are requesting a truck that can accommodate both. The minimum requirement is for the flat bed and curtain-side trailers (standard EU height).
Example:
Q 2: Have I correctly understood your requirement? If not, we need the fifth-wheel coupling height for each type of semi-trailer to be towed.
A 2: The exact fifth-wheel height for each semi-trailer be towed is not available at the moment. However, please refer to previous answer.
Example (soft-side):
Q 3: Should the dedicated auxiliary power take-off (PTO) for operating the winch or loading ramps be electric or hydraulic?
A 3: Electric.
Q 4: By “side aprons,” do you mean the aerodynamic deflectors mounted on the sides of the cab, or the side skirts installed between the axles?
A 4: We were referring to the side skirts installed between the axles.
