About this file

This is a Questions and Answers document for a federal contract solicitation regarding the procurement of maintenance stands.

The document addresses four key inquiries from potential bidders. Q1 requests visual references for the maintenance stands, with A1 clarifying that the government will provide both a photograph of a stand in use at another base and an MMHE drawing, noting that the photograph does not display all components of the -50 configuration. Q2/A2 concern mandatory construction standards (ANSI/AWS D1.1/D1.2, MIL-PRF-85285, and proof-load testing to 2000 lbs) and the need for detailed engineering drawings defining geometries, dimensions, tolerances, materials, thicknesses, welding details, and adapter kit configurations (-10, -30, -50). The government confirms that MMHE engineer drawings contain all required specifications for metals, foams, dimensions, and other details, with pages 1-7, 16-22, and 24-27 covering the -50 configuration, while pages 8-15 and page 23 address only the -30 configuration and are not required. Q3/A3 requests drawings for the three configurations: -10 (supporting bomb racks, launchers, triple ejector racks, missile launcher pylons, and centerline pylons); -30 (supporting F-16, F-15, and UALS ammunition drums); and -50 (configured for F-16 wing weapons pylons). The government confirms availability of the MMHE drawing containing all necessary pages for the -50 configuration. Q4/A4 directs bidders to Attachment 4 – Drawings for the requested deliverables.

QUESTIONS AND ANSWERS

Q1 Could you kindly provide an indictive picture for the maintenance stands you are looking for?

A1: The top picture is of the stand being used at a different base and the bottom picture is from the MMHE drawing. The top picture doesn’t show all of the parts of the - 50 configuration because they are not used for the specific piece of equipment on the stand in the picture.

Q2: The specifications reference mandatory construction standards (ANSI/AWS D1.1/D1.2, MIL-PRF-85285, proof-load test to 2000 lbs) which, as standard practice in defense contracts, require detailed engineering drawings defining:

• geometries, dimensions and tolerances

• materials and thicknesses

• welding details

• configurations of the adapter kits (-10, -30, -50)

Please provide the technical drawings.

A2: The drawing from the MMHE engineers shows all of the specifications for types of metals, foams, dimensions, and other required details to build the stands to the correct standards. The drawing will be provided. In the drawing all of the parts required for the -50 configuration are covered in pages 1-7, 16-22, and 24-27. Pages 8- 15 and page 23 are not required because they are for the -30 configuration.

Q3: Do you have any drawings or pictures for different configurations listed in the solicitation – which are as follows:

a. -10 Configuration: Supports maintenance of bomb racks, launchers, triple ejector racks, missile launcher pylons, and centerline pylons.

b. -30 Configuration: Supports maintenance of F-16, F-15, and UALS ammunition drums.

c. -50 Configuration: Configured for handling F-16 wing weapons pylons.

A3: Yes there is a drawing from the MMHE engineers. We would like to have the -50 configuration which includes all of the pages in the drawing except for pages 8-15 and page 23. Those pages show parts required for the -30 configuration. The drawing will be provided.

Q4: please provide the drawings or pictures of the items requested in this bid?

A4: See “Attachment 4 – Drawings”
