This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

1. Questions or site survey requests may be submitted to the Contracting Officer listed above no later than 07 Jan 2026.
Request submitted after this date may not be answered.
2. Quotes in response to this solicitation must be submitted via email to Contracting Officer listed above no later than the established deadline.
3. Quotes must be valid for 90 days.
4. The total price per section should be included in the table above, and the price per item should be added to the Salient Characteristics attachment. Separate quotes on company letterhead can be provided for supplemental information, but all technical submissions must be submitted on a separate document.
5. In accordance with FAR provision 18.102 (a)(2)(iii) SAM registration has been waived for this requirement.

The Government will award a contract resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation represents the best value to the Government, price and other factors considered. The following factors shall be used to evaluate quotes, in no particular order of importance:

(a) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

Changes in the terms and conditions of this contract may be made only by written agreement of the parties, except for the following actions:
1. Exercising of Options pursuant to FAR 52.217-8 and FAR 52.217-9, and incorporation of wage determinations in accordance with the Service Contract Act or the Davis Bacon Act.
2. Administrative changes such as the paying office, accounting classifications, in accordance with FAR 43.103(b).
3. Modifications to obligate or de-obligate funds for not to exceed CLINS.
4. Modifications to obligate funds at the beginning of each fiscal year and incremental funding.
AFFARS 5352.201-9101 USAFE, Ombudsman (May 2025)
(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
