Munitions Storage Area (MSA) Soil Repair
Statement of Work (SOW)
1.0 Purpose and Background
This Statement of Work (SOW) defines the requirements for providing proper soil compaction and earth cover installation for an Earth Covered Magazine (ECM) facility. The project aims to ensure compliance with explosive safety standards, structural integrity, and erosion control while meeting all applicable Department of Air Force and explosive safety regulations for ECM construction.
2.0 Scope of Work
The Contractor shall provide all required labor, materials, equipment, and services to:
• Supply compliant earth-cover material meeting the gradation and size limits defined in the SOW and DESR 6055.09_AFMAN 91-201 (no harmful matter, no over-size stones above the permitted weight/diameter).
• Place and compact earth cover over the ECM and in the spaces between ECMs, to achieve the specified thickness (≥ 2 ft / 0.61 m) and slopes, while respecting structural weight limits and adhering to provided site plans and drawings.
• Install finishing measures, such as geotextile or gunnite, where required by soil type and design.
• Execute vegetation and erosion-control measures to stabilize surfaces, ensuring compliance with environmental regulations and minimizing ecological impact.
• Carry out compaction testing, depth verification, and documentation to demonstrate compliance.
3.0 Requirements
3.1 Earth Cover Material Specifications
• Earth cover material must be reasonably cohesive and completely free from harmful or toxic matter, trash, debris, and stones heavier than 10 lbs [4.54 kg] or larger than 6 inches [152 mm] in diameter. (Reference: V2.E5.5.3.1, DESR6055.09_AFMAN91-201)
• Solid or wet clay or similar highly cohesive soil types are prohibited for use as earth cover. (Reference: V2.E5.5.3.1, DESR6055.09_AFMAN91-201)
• Acceptable larger stones must be limited to the lower center of fills and must not be used for earth cover directly over the magazine structure. (Reference: V2.E5.5.3.1, DESR6055.09_AFMAN91-201)
• Material must pulverize in the event of an accidental explosion. A mixture combined with straw, bark, or comparable organic material is suitable. (Reference: V2.E5.5.3.1 (Added)(DAF), DESR6055.09_AFMAN91-201)
• The contractor shall ensure all materials meet specifications before delivery to the site.
3.2 Earth Cover Installation and Compaction
• Maintain a minimum of 2 ft [0.61 m] of earth cover over the top of the ECM structure at all times during and after installation. (Reference: V2.E5.5.3.2, DESR6055.09_AFMAN91-201)
• Compact earthen material to specifications necessary for structural integrity and erosion control. (Reference: V2.E5.5.3.1, DESR6055.09_AFMAN91-201)
• Install earth fill between ECMs as either solid or sloped configuration as indicated in provided drawings. (Reference: V2.E5.5.3.2, DESR6055.09_AFMAN91-201)
• Maintain specified thickness and slope of earth cover throughout the installation process.
If specifications are not maintained, the ECM must be sited as an Above Ground Magazine (AGM). (Reference: V2.E5.5.3.2, DESR6055.09_AFMAN91-201)
3.3 Finishing Material Installation (if required)
• In areas where cohesive material cannot be used (e.g., sandy soil conditions), install suitable finishing material such as geotextiles or gunnite to ensure structural integrity.

• Wire mesh may be incorporated into the finishing material as specified. (Reference:

• Aggregate materials are strictly prohibited in finishing material applications. (Reference:

• Implement means of validating earth cover depth as part of the finishing material design.

3.4 Quality Control and Validation
• Conduct compaction testing to ensure proper density and structural integrity. (Reference:

• Verify earth cover depth meets minimum 2 ft [0.61 m] requirement throughout installation. (Reference: V2.E5.5.3.2 & V2.E5.5.3.3 (Added)(DAF), DESR6055.09_AFMAN91-201)
3.5 Vegetation Planning
• Select and install vegetation that will not damage the ECM structure through excessive weight or invasive root systems. (Reference: V2.E5.5.3.4 (Added)(DAF), DESR6055.09_AFMAN91-201)
4.0 Deliverables
The Contractor shall provide the following deliverables:
4.1 Material Specifications: Detailed specifications and test results for all earth cover materials, including composition analysis and suitability certification.
4.2 Compaction Plan: A detailed plan outlining compaction procedures, equipment specifications, and quality control measures.
4.3 Installation Plan: Comprehensive installation procedures including sequencing, thickness verification methods, and erosion control measures.
4.4 As-Built Documentation: Accurate as-built drawings showing earth cover thickness, material composition, finishing material locations, and vegetation placement.
4.5 Compliance Certification: Documentation certifying compliance with all explosive safety standards, structural requirements, and environmental regulations.
4.6 Vegetation Plan: A detailed plan outlining vegetation selection, placement, and maintenance procedures to ensure erosion control and environmental compliance.
5.0 Period of Performance
The contractor shall provide a reasonable period of performance for this project with a timeline from start date to end date. The timeline must account for potential weather delays, including extended freeze or heavy rainfall periods.
6.0 Place of Performance
The work shall be performed at the designated ECM location as indicated on the provided site plans and drawings.
7.0 Contractor Furnished Equipment/Materials
The Contractor shall provide all equipment, materials, and information necessary to complete the project, including but not limited to:
• Earth cover materials meeting specifications
• Compaction equipment
• Finishing materials (geotextiles, gunnite, etc.) if required
• Vegetation materials and seeds
• Testing and validation equipment
• Erosion control materials
• The contractor shall ensure all equipment is properly maintained and calibrated to meet project requirements.
9.0 Acceptance Criteria
The completed earth cover system will be accepted upon:
• Successful completion of all compaction and thickness testing
• Verification of minimum 2 ft earth cover depth throughout
• Compliance with all explosive safety requirements
• Delivery of all required documentation and certifications
• Approval by Government explosive safety personnel and environmental compliance personnel for vegetation and erosion control measures
10.0 Security Requirements
Base Access: The contractor shall provide base access requests for every individual and vehicle requiring access, adhering to security requirements and timelines (14 days minimum). If any request is denied, the contractor must identify qualified replacements.
11.0 Safety
The contractor shall ensure all workers use appropriate personal protective equipment at all times. The contractor shall implement and maintain proper safety protocols for working around explosive facilities, including adherence to all explosive safety distances and construction limitations.
12.0 Assumptions
• No contaminated materials or hazardous waste are present; if discovered, they will be handled under a separate contract/change order.
• Weather conditions allow earthworks and vegetation works to proceed without prolonged stoppages (no extended freeze or heavy rainfall periods).
• The contractor shall notify the government immediately of any unforeseen conditions that may impact project performance or compliance.
