About this file
This document contains two Department of the Air Force (DAF) contract clauses addressing operational requirements for contractors working on Air Force installations.
DAF Part 23 establishes health and safety obligations requiring contractors to take reasonable steps and precautions to prevent accidents and preserve the health and safety of contractor and Government personnel. The contracting officer may direct Department of the Air Force Occupational Safety and Health (AFOSH) Standards or other health/safety standards, with any resulting adjustments handled through the Changes clause. Violations of health and safety rules that are not promptly corrected constitute grounds for contract termination under the Default clause.
DAF Part 42 governs contractor access to Air Force installations, requiring contractors to obtain base identification and vehicle passes for all personnel making frequent visits or performing work on-site. Contractors must submit a written request on company letterhead to the contracting officer listing contract number, work site location, start and stop dates, employee names, and authorized signatories for credentials. The contractor is responsible for obtaining identification for newly assigned personnel and promptly returning all passes when employees no longer require access or upon contract completion or termination. When unescorted entry to controlled or restricted areas is required, contractors must comply with AFI 31-101 and AFI 31-501. Additionally, contractors must provide after-hours contact information for personnel assigned to DoD installations or facilities in the Emergency Mass Notification System (EMNS) and comply with DAFMAN 10-206 requirements. Failure to comply with these access and notification requirements may result in withholding of final payment.
