Evaluation Criteria
52.212-2 Evaluation—Commercial Products and Commercial Services (Nov 2021) Addendum
The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforms to the solicitation and is most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Technical capabilities: this factor evaluates how well the product or technical literature provided will meet the needs of the Government. The submitted technical literature shall explicitly demonstrate the company capabilities to provide the product or service required. A quote that exceeds the Government’s minimum requirement may be considered for award and the best value determination will be made.
Prior Experience: under this factor, the Government will evaluate the offeror's submitted information on at least one (1) but no more than three (3) contracts/projects within the last three (3) years from the issue date of subject solicitation, demonstrating that the offeror has the capability to perform/fulfil a requirement similar in size and scope to the one described by the PWS.
Price: The reasonableness of the quotation will be determined on the total evaluated price (TEP). Quoters should give their most competitive price. Additionally, as this requirement is commercial and will result in a "firm-fixed-price" a comparison of quoters' total price will satisfy the requirement for price analysis, in determining the price fair and reasonable. The Government may determine that an offer is unacceptable if the prices are significantly unbalanced.
IMPORTANT NOTE: The listing above IS NOT in any order of importance and the relative importance of each factor is not stated IAW FAR 13.106-1(a)(2).
The clause at FAR 52.212-3 Offeror Representations and Certifications—Commercial Products and Commercial Services (Oct 2025) applies to this acquisition. This means that the contractor must have a valid Representations and Certifications filed in the System for Award Management (SAM) or provide the Government a completed copy of the record.
