About this file
This document is a Questions and Answers (Q&A) file for the U.S. Air Force's 57th Multi-spectral Camouflage solicitation (FA568225Q2013), which seeks full spectrum protection equipment for military operations. The solicitation includes three primary line items: an Ultra-lightweight Camouflage Net System designed to conceal a JLTV-sized vehicle, a Sniper/Observer/Recon poncho that is wearable and provides concealment, and a personal camouflage suit that can be worn over existing uniforms to provide multispectral protection.
The Q&A document provides critical clarification on product specifications, indicating flexibility in vendor solutions as long as they meet core performance requirements. For the Ultra-lightweight Camouflage Net System, the Air Force is open to various dimensions that can effectively conceal a JLTV-sized vehicle. For the personal camouflage suit, they are receptive to both single-piece coverall and top/bottom configurations. The solicitation emphasizes multispectral protection capabilities comparable to those used by U.S. Special Operations Forces, with a preference for solutions that exceed minimum specifications.

Q1: “We would like to submit our offer for the tender in subject and we need some clarification about the dimensions of the item # CLIN 001 ultra-lightweght Camouflage Net System (24 units).
The price can vary significantly based the dimensions so, in order to better submit our quotation and also to facilitate comparisons, I kindly ask you some indications about that.”
A1: “We are requesting the ultra-lightweight camouflage netting system be of sufficient size to conceal a vehicle that is JLTV sized. Realizing different vendors have different solutions/dimensions, rather than direct an exact size, we request proposals take into consideration a JLTV as the max vehicle size we’d use the camouflage system to conceal” Q2: “Attachment 2 references camouflage solutions equivalent to those in use by US Special Operations Forces which Ametrine has a Program of Record known as PSM for. We have established camouflage patterns, prices, and NSNs, however we noticed you refer in CLIN 0001 to ULCANS which is an Army NSN, not SOCOM. We intend to submit a response, but we are trying to determine if you are looking for the Army NSN or the US Special Forces NSN. CLIN 0003 references a personal camouflage suit, are you looking for a single piece coverall, a top and bottom, or uniform style. Can you provide any clarification?”
A2: We are not seeking in particular a specific NSN, but rather a specific capability which in the case of the ULCANS is camouflage system for vehicles that provides multispectral protection and has the requested patterns for use in multiple AORs. During market research we noted multiple manufacturers use the term ULCANS to describe ultra-lightweight camouflage net systems, though if a proposed product meets the same requirement though with a different name, that’s acceptable. In terms of the personal camouflage suit, we are seeking a solution military member in the field would do over their existing uniform to provide multispectral protection. We are open to single piece coverall, or a top and bottom. Both solutions would assuming they meet the performance specifications, be considered acceptable.
Line #1. Ultra-lightweight Camouflage Net System Q. What are the dimensions? Are there any more details you can provide?
A: Dimensions should be sufficient to conceal a JLTV sized vehicle.
Line #2. Sniper/Observer/Recon poncho Q. Should the product be a wearable camouflage poncho with a hood, or is it intended to function purely as a concealment cover for reconnaissance operations?
A: Product should be wearable, not required that the form is a poncho however we are seeking a more comprehensive solution than a basic hide tarp.
Line #3. Personal Camouflage suit Q. We produce sniper suits ≤3kg as shown on our website. Could you please provide more details about the type of suit you need?
A: Salient characteristics remain as listed, nothing additional to provide at this time. Offers should at minimum meet the presented salient characteristics, though additional features are a plus and will be considered.
