About this file

This document is a Questions and Answers (Q&A) file for the 57th Multispectral Camouflage federal contract opportunity, focused on clarifying technical specifications for camouflage systems. The file contains two vendor questions and corresponding government responses regarding CLIN 0001 (ultra-lightweight Camouflage Net System) and CLIN 0003 (personal camouflage suit). The government seeks a vehicle camouflage system sized to conceal a JLTV (Joint Light Tactical Vehicle), with multispectral protection capabilities for multiple Areas of Responsibility (AORs). For the personal camouflage suit, they are open to either a single-piece coverall or a top and bottom solution that can be worn over existing military uniforms, with the primary requirement being multispectral protection.

The solicitation (FA568225Q2010) is issued by the U.S. Air Force and aims to procure full spectrum protection equipment for individual soldiers and military equipment. The government emphasizes flexibility in product specifications, indicating they are more focused on meeting performance requirements than adhering to specific National Stock Numbers (NSNs). Vendors are encouraged to propose solutions that meet the core capabilities of multispectral protection, with 24 units requested for the vehicle camouflage net system and flexibility in design and configuration of the personal camouflage suit.

Text version

Q1: “We would like to submit our offer for the tender in subject and we need some clarification about the dimensions of the item # CLIN 001 ultra-lightweght Camouflage Net System (24 units).

The price can vary significantly based the dimensions so, in order to better submit our quotation and also to facilitate comparisons, I kindly ask you some indications about that.”

A1: “We are requesting the ultra-lightweight camouflage netting system be of sufficient size to conceal a vehicle that is JLTV sized. Realizing different vendors have different solutions/dimensions, rather than direct an exact size, we request proposals take into consideration a JLTV as the max vehicle size we’d use the camouflage system to conceal”

Q2: “Attachment 2 references camouflage solutions equivalent to those in use by US Special Operations Forces which Ametrine has a Program of Record known as PSM for. We have established camouflage patterns, prices, and NSNs, however we noticed you refer in CLIN 0001 to ULCANS which is an Army NSN, not SOCOM. We intend to submit a response, but we are trying to determine if you are looking for the Army NSN or the US Special Forces NSN. CLIN 0003 references a personal camouflage suit, are you looking for a single piece coverall, a top and bottom, or uniform style. Can you provide any clarification?”

A2: We are not seeking in particular a specific NSN, but rather a specific capability which in the case of the ULCANS is camouflage system for vehicles that provides multispectral protection and has the requested patterns for use in multiple AORs. During market research we noted multiple manufacturers use the term ULCANS to describe ultra-lightweight camouflage net systems, though if a proposed product meets the same requirement though with a different name, that’s acceptable. In terms of the personal camouflage suit, we are seeking a solution military member in the field would do over their existing uniform to provide multispectral protection. We are open to single piece coverall, or a top and bottom. Both solutions would assuming they meet the performance specifications, be considered acceptable.
