About this file
This is a Questions & Answers document for solicitation FA568225Q0002 for Protestant & Catholic Religious Education Coordinators at Aviano Air Force Base, Italy. The document clarifies that there is currently no incumbent contractor, though the previous contract (FA568219DA001) was held by Music Ministry International, Inc.
Key details include: positions are only open to US citizens due to work with underage children; employees must provide their own transportation to work; normal vacation does not require position substitution but permanent vacancies must be filled ASAP; contractors are not required to work on non-highlighted Italian and American federal holidays; the positions require minimum 25-30 hours per week with potential additional hours (pricing structure to be updated in PWS); and the government will accept resumes demonstrating relevant work experience in lieu of formal software certifications. Additional requirements regarding program vision summaries and reference letters are directed to Section L "Instructions to Offerors" of the solicitation.

FA568225Q0002
1) What is the incumbent contract number? There is no contract in place at this moment.
The last contract number was FA568219DA001
2) Are the positions currently filled? No, the positions are not currently filled.
3) QASP 5.0 states "Provide personal transportation to and from the work center to meet the requirements of the contract." Please clarify if this means the contractor(s) will be responsible for transportation of other persons or if this refers to only the employees' responsibility to be able to commute to the work site?
It refers to the employees’ responsibility to be able to commute to the work site.
4) PWS 2.6 and 4.1 states that position substitutions must be provided for any temporary or permanent vacancies. Is there a defined vacancy timeframe by which a position must have a replacement? For example, if a contractor takes normal vacation, must a replacement be provided?
Normal vacation does not constitute vacancy of a position. The position should be filled ASAP once the position becomes vacant, meaning there is no employee fulfilling the terms and conditions of the contract due to the firing/resigning/termination/etc.
5) PWS 2.10 lists both Italian and American federal holidays. Other than the highlighted days where the contractor is expected to work, is it expected that the contractor will not work all other holidays (both Italian and American)?
They are not required to work on the non-highlighted holidays.
6) PWS 3.1 Criminal Background Check. Are these positions open to local nationals or only US citizens?
Only US citizens – they will be working closely to underage children and will have to comply with the regulations.
7) PWS Appendix 1 1.1 & Appendix 2 12.0 require a on paragraph summary for vision, growth and development of the RE program. When is this required? For example, 30 days after contract award, etc.
Please check Section L “Instruction to offerors” of the solicitation
8) PWS Appendix 1 1.2 and Appendix 2 12.12 require 2 letters of reference. Is it acceptable to submit these after contract award?
9) Please check Section L “Instruction to offerors” of the solicitation
10) PWS Appendix 1 1.3.3 and Appendix 2 12.2.5 require certification of skills in software commonly used in the USAF. These skills are generally obtained through on the job training and not formal training. Will the Government accept a resume that demonstrates positions where these skills were required?
Yes, the Government will accept a resume that demonstrates work experience IAW 1.3 of PWS (certification and/or work experience).
11) PWS Appendix 1 7.2.1 states there is an expected minimum 30 hours per week; however, the contractor must be available to work additional hours. Given a 40 hour normal work week, this could be up to 10 additional hours per week. The pricing is FFP rather than hourly. This makes it difficult for the contractor to price appropriately, and for the Government to evaluate pricing fairly. Will the Government consider changing the pricing to an hourly rate or changing PWS 7.2.1 to define a maximum number of hours expected?
Please see updated PWS.
