About this file
This document contains questions and answers regarding a federal contract solicitation for the expansion of a warehouse facility at Aviano Air Base in Italy. The solicitation involves construction work valued between $1,000,000 and $5,000,000 including expanding an existing warehouse, installing a prefabricated reinforced concrete structure with socket foundations and precast columns and slabs, waterproofing membranes, metal shelving, and a quartz dusted concrete floor. Bidders must hold an adequate Italian Statement of Authorisation certification for construction category OG01. Clarification is provided on technical specifications and drawings regarding wall types, connections to existing structures, anti-radon barriers, roof decking, and equipment brands.

Questions and answers revision #1 February 2020
Q1 For the project drawings (A and S Series) the structural system of the building looks as though it can be solved with prefabricated reinforced concrete components (especially socket foundation, columns, and the slab under the roof construction). But in regards to the specification file, the system is requested as a cast-in place method. Also, the following statement: “fast construct system has been chosen because of the time limit” is mentioned in pre-proposal meeting. Please clarify.
A1 We confirmed the structure of the building is to be built with a prefabricated system The system is prefabricated as regards pillars, roof beams, tiles and curtain panels. The technical characteristics of these elements are explained in table S001. The specifications are provided in Section 03450/R, consistently with by Aviano Master Specs. Section 03300/R CAST-IN-PLACE CONCRETE is however part of the specifications because there are other cases in which the concrete must be cast in place.
Q2 In the drawing sheet A-301, Note 4 refers to a “prefinished metal downspout” but in Section 2-2 on the same page, “4” shows the ceiling in the 102A-Restroom. Please advise.
A2 Reference to Note 4 in Section 2-2, sheet A-301 is a mistake. Please do not consider it. A change to the technical specifications will be incorporated.
Q3 In the drawing sheet A-105 the “steel rope” looks like it will be tied with existing building roof’s steel rope. Please advise.
A3 Life lines of the two buildings are not connected to each other. The misunderstanding could be due to the dotted line referred to Section 3, which partially overlaps the steel ropes.
Q4 There aren’t any specifications in the Tech-Spec file for the waterproofing membrane. Please advise.
A4 Section 07112/R provides specifications for bituminous dampproofing suitable for the construction of membrane waterproofing systems but there’s actually no specification for the membranes to be used. The design anticipates the supply and installation of a common type of membrane.
Q5 In drawing sheet S-101, the S-502/7 detail (slab foundation) is indicated between the columns A2 and B2. However there isn’t any indication for the slab foundation in this area.
A5 Table S101 shows the two positions of detail 7 shown in table S502. It is a typological detail that illustrates how concrete flooring must be constructed. The foundation slab is anticipate only on technical rooms and restroom (dark gray part of the plan), the rest is industrial flooring.
Detail 7 on sheet S502 highlights the two situations.
Q6 In the detail S502/7 a “anti-radon barrier” is mentioned. There isn’t any explanation for this product’s specifications in the Tech Spec file. Please advise.
A6 The design anticipates anti-radon barrier. It is shown on both structural and architectural sheets. It is a certified anti-radon bituminous membrane. Indeed there is no techincal specification.

Q7 There isn’t any explanation for the shelving system in the Tech Spec file. Please advise.
A7 The metal shelving system is explained in the dedicated sheet (A-503) and with technical specification Section A05510.
Q8 For the drawing sheet A-103, the north-east exterior wall of the building (near of the existing building) is indicated with type W5, the same wall is indicated with type W6 in A-104. However for the section A301/2-2 there is no any difference on the wall lines. Please advise for the boundaries of these different wall types.
A8 On sheet A-103, W5 wall type refers to the predisposition for the future connection between the two buildings and to the LECA blocks walling of the hole. Sheet A.103 shows its dimensions in plan, section 1-1 on sheet A301 shows its shape in elevation. It is therefore a 350x350cm hole that must be plugged with LECA blocks wall EI120. Please refer also to WALL SCHEDULE (sheet A- 602).
Q9 The drawings doesn’t mention any deck type for the roof. Generally, OSB panels cover the steel construction and provide a substrate for vapor barrier and insulation. Also, the Tech Spec mentiones for steel deck substrate to apply the vapor barrier in section 07220/R 3.2.4.3. Please advise if there is any designed deck type and clarify the specifications of it.
A9 Tech Spec 07220, part of the Aviano MasterSpecs, generically gives specification also for the vapor barrier, among others. In this case, the design anticipates the use of the ISOTEC XL PLUS panel for the roofing package. This panel already includes a vapor barrier itself. Please refer to additional specification A07220.
Q10 For the project drawings the flooring of the main storage area(101A) of the warehouse is “Industrial Concrete Quartz Floor”. Do you mean with this term is quartz added concrete slab (with glazing with Mapecrete Stain Protection) or quartz dusting concrete flooring? If the system is quartz dusting concrete flooring please advice for the specifications of it. Also the spec calls for epoxy flooring in section 09900/R. These are 3 different sytems. Please advise.
A10 The project includes a concrete floor finished with quartz dusting and then protected by a stain-proof liquid treatment (such as Mapecrete).
Q11 se fosse possibile chiediamo di conoscere la Marca delle apparecchiature indicate alle voci 78-79-80-84 di cui al file excel ASHE 20-8000 CCEB in quanto non indicato in specifica tecnica Translation: we would like to know the brand name of the equipment mentioned in the excel ASHE 20-8000 at line item numbers 78-79-80-84 as non specified in the technical specifications.
A11 design was developed taking as a reference the following brands:
ACCU-1 YORK
AHU1 YORK
ACCU-2&3 TOSHIBA
AHU-2 RHOSS
ERU-2 RHOSS
The above listed brands are not mandatory and reflect the characteristics and level of quality that will satisfy the Government’s needs IAW solicitation clause 52.236-5 Material & Workmanship.
Q12 There is no any infiormation for required λ values for the openings. Can you kindly advise if we should proceed with Italian thermal insulation standards for windows and doors?
A12 Please refer to drawings (sheet A-601) for openings thermal transmittal.
λ normaly refers to thermal conductivity of different materials. Windows and doors materials are specified on drawings and specifications. Thermal conductivity is anyway implicit in the thermal transmittal (provided in the design).
