1. DESCRIPTION OF SERVICES.
This Statement of Objectives (SOO) defines the requirements for the Contractor to engineer, furnish, install and test (EFI&T), and place into service an approved wireless network infrastructure listed on the Approved Products List (APL) for the 7th Reconnaissance Squadron users in B510 at NAS Sigonella, Italy.
Note: The quoters shall show and explain in their quotatitions how to meet the requirement specified in this SOO and show a list of the quoted major equipment and materials to be purchased and installed under this project.
Although this install is located at NAS Sigonella, the new wireless network must be capable of being incorporated into an existing core wireless network architecture located at Aviano AB, Italy. All wireless installations must comply with Air Force 2nd Generation Wireless Local Area Network (2GWLAN) outlined in the National Security Agency Central Security Service web site https://www.nsa.gov/news-features/news-stories/2015/assets/files/iad-wireless-security-recommendations/iad-wireless-security-recommendations.pdf.
All network equipment to be installed must be the one approved by the Joint Interoperability Test Center (JITC) and is listed on the Department of Defense Information Network (DoDIN) approved product list (APL- Link:
https://aplits.disa.mil/apl). Contractor must show how (JITC) wireless network architecture is met in their design. The proposed and approved indoor Access Point equipment for this install is Aruba AP225, AP215, JW175A or JW171A. All access points must be Trade Agreements Act (TAA) and Rest of World (ROW) compliant.
It is the Contractor’s responsibility to test all Access Points (AP), and Air Monitors (AM) for functionality and that they meet all standards and requirements. The Contractor must correct any deficiency and provide 31 CS/SCX all testing results. The Contractor shall provide a frequency and channel test at peak times to ensure that there is minimal interference and correct functionality. The 31st Communications Squadron will serve as the installation focal point. The Integrated Network Operations and Security Center (I-NOSC-EAST) will assist the contractor with configuring the AP devices and gaining access to the wireless controllers (located an Aviano AB) to connect the new WLAN to the Aviano AB existing wireless network infrastructure. The Contractor shall coordinate all installations modifications or changes through 31 CS/SCX and the contracting officer.
2. SPECIFIC TASKS AND REQUIREMENTS.
2.1. General Requirements. The Contractor shall provide all materials, transportation, labor, management, and other incidentals necessary to meet the requirements as stated in this SOO. All materials provided shall be new and not refurbished. Provide and install new access points equipment, Cat 6 cables, SM FO Zip Cords, PoE network switch and all materials needed to provide wireless indoor access through the designated area to ensure wireless NIPR coverage is available to the 7th RS users at NAS Sigonella, Italy.
