I. Contracting Activity.

II. Nature and/or description of the action being processed.

The HAAS VF-2TR will be a New Requirement action. Pricing will be a Firm-Fixed Price. Funding will be from 31 MXS UFR Funding.

III. Description of supplies/services required to meet agency needs.

The total estimated value of the proposed action is The purchase of the HAAS VF-2TR will be utilized by the Aircraft Metals Technology (AMT) at Aviano Air Base, Italy. The AMT shop currently does not have 5 AXIS CNC technology on station.

IV. Statutory authority permitting other than full and open competition.

Only One Responsible Source

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The AMT shop utilizes 5 Axis CNC Machining technology to cut material on multiple axis's(multiple sides of the part) simultaneously for aircraft parts and support equipment items to the accuracy of +-.001". The shop's current capabilities are unable to cut material on more than 3 axis's at a time resulting in increased programming and set up time as well as overall more limited capabilities. 5 axis positioning and machining increases capabilities to manufacture more complex parts in shorter time periods. This negatively affects production time, accuracy of fabricated components, and fulfilling mission requirements.

The mechanical and environment specifications of the HAAS VF-2TR (See Salient Characteristic) are advantageous to the available space in the facility, as well as the accuracy for manufacturing components IAW engineering blueprints.

The machine dimensions are required to accommodate our very limited floor space as well as the size of the shops roll up doors for entrance into the shop. Anything larger will not fit into the building. The accuracy and versatility of the HAAS VF-2TR ensures the success of the tolerances set by aircraft engineers as well as outside of the box innovation on new and improved practices for use on multiple aircraft airframes at home station or transient to include aircraft support equipment and other base agencies within the machines capabilities. Aircraft Metals Technology Airmen Air Force wide are trained on and familiar with HAAS machine's interface and the Advanced CNC course taught at the technical school utilizes 100% HAAS equipment. The acquisition of a different machine would negate the training paid for by AETC and local organizations to operate HAAS equipment. The Aviano shop already has a 3 Axis HAAS CNC with software/hardware and tooling that will be compatible with the new equipment.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Other CNC 5 Axis machine manufactures were solicited for there products. However, after machine comparisons of their products the HAAS VF-2TR was the best value overall for meeting mechanical specifications and having overseas distributors, as well as overseas on-site maintenance available, and Phillips Corp being the contracted sole supplier of HAAS equipment for the United States Air Force.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Prices will be compared to other similar CNC machines, as well as previous purchases from other maintenance units to ensure price is fair and reasonable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted starting December 1st, to present day through individual company solicitations of their products. The HAAS VF-2TR was selected over other companies due to meeting mechanical and environmental specifications for Aviano Air Base and AMT's machining tolerances for fabricated parts. Other factors included having overseas distributor locations to assist with machine consumable restocking, aid with troubleshooting when machine is inoperable, and to eliminate turnaround times/assistance from the U.S (stateside) for repairs, as well as training/ familiarization with the HAAS machine interface and tooling.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

Vendor will provide on-site setup and training.

Vendors software will communicate with other CAD (Computer Automated Drawing) software already utilized at Aviano Air Base (cuts down on production times).

Vendor has all major components of the machine being sourced from the same manufacture for a single point of communication with the manufacture for troubleshooting and on site repairs.

X. List of any sources that expressed, in writing, an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
