1. SCOPE OF WORK

The upgrading kit for hydraulic/electric elevator systems is mandatory to be in compliance with the UNI EN 81/2, to proceed with the notification to the competent IT offices and to perform the mandatory biennial inspections.

The Scope of this project is to upgrade the elevator systems in order to allow their certification of compliance with the Italian law and regulations.

This project is part of the Facility AMP program to perform correct maintenance ad to comply with UNI EN 81-1/2 and DPR 214/10 and followings.

Contractor shall provide all labor, materials, transportation and supervision to perform all needed adjustment works to fix deficiencies identified during technical surveys to Elevator systems, as included in the attached “Elevators Data Sheet” and detailed in Work Item section.

The current reference standard Norms are UNI EN 81/1 (2010) – “Safety rules for the construction and installation of lifts - Part 2: Hydraulic lifts” and UNI EN 81/2 (2010) – “Safety rules for the construction and installation of lifts - Part 1: Electric lifts”, these standards will remain in use until the 08.31.2017, starting from 09.01.2017 they will be replaced by UNI EN 81-50 - 2014 and UNI EN 81-20 – 2014, these norms will involve replacements and important upgrade works, where applicable, on the equipment.

Item 4.1, 4.2, 4.3 will be executed within 60 days from NTP issuance;

Item 4.4 will be executed within 120 days from NTP issuance.

2. WORKS LOCATION

The elevator systems are installed in the following Facilities 1204, 1302, 1403, 1409, 1413, 1420, 1422, 1423, 1424, 1425, 1426, 1427, 1442, 1446, 1480, 1481, 1482, 1483, 1484 and 116.

3. WORK SITE CONDITIONS:

a. The Contractor is permitted to use reasonable quantities of available electricity and water at the work site. The Contractor shall alter characteristics and shall observe conservation practices at all times. All connections shall be the responsibility of the Contractor including restorations to initial conditions.

b. Authorized work hours and days. Performance of work hereunder shall be from Monday through Friday excluding holidays from 08.00 to 17.00 hours. Work during week-ends or holidays may be requested by the Contractor with a minimum of 10 days advance notice, however the Contracting Officer has the right to deny such request if reasons requiring week end and holiday work are not valid or for security or other necessities.

c. The Contractor shall not use base refuse containers to discard debris. All construction debris shall be discarded by the Contractor off base at authorized sites according to category of debris/refuse in strict observance of all host country laws, decrees and local regulations in force.

d. The Contractor shall be responsible for ensuring all personnel engaged in the performance of this contract observe all host country laws concerning safety and in particular Italian laws D.M.

e. At least 5 days prior to the pre-final inspection, the Contractor shall furnish to the Contracting Officer all installed equipment operation and maintenance documentation, certificates concerning installed systems as required by host country laws, test reports and results and as built drawings where required by host nation laws.

f. Before works start, contractor will submit a detail works schedule to C.O. for coordination and approval.

g. Contractor is allowed to work simultaneously on more than one facility.

h. Some of the work items of this project will be in restricted areas (Fac 1302 and Fac 1446) requiring controlled entry/exit and escort at all times and this shall be considered during development of the work schedule.

The government will not be held liable for unproductive time and other related costs due to delays in access/exit to/from the restricted areas or unannounced and immediate suspension of work due to military operations and/or exercises or safety reasons.

The government will only negotiate an equitable extension of the performance period based on documented delays and unannounced suspensions of work.

4 WORK DESCRIPTION

EACH ITEM OF THE SCHEDULE IS INCLUSIVE OF FURNISHING AND INSTALLATION OF

MATERIALS AND EQUIPMENT, SCAFFOLDING, TRANSPORTATION TO DUMP OR STORAGE

OF DEMOLISHED AND/OR REMOVED MATERIALS, IN ACCORDANCE WITH CONTRACTING

OFFICER'S INSTRUCTIONS AND ALL FINISHING WORK REQUIRED TO MAKE EACH ITEM

COMPLETE IN A WORKMANLIKE MANNER.

ALL THE QUANTITIES THAT ARE INDICATED OR SUCCESSIVELY ADDED ARE ESTIMATES.

THEREFORE THE GOVERNMENT SHALL BE NOT HELD RESPONSIBLE FOR THE ACCURACY

OF THE ESTIMATED QUANTITIES. THE CONTRACT REQUIRES A COMPLETED PROJECT ON

A LUMP SUM BASIS.

IT IS THEREFORE THE RESPONSIBILITY OF THE CONTRACTOR TO CALCULATE, FORESEE

AND PERFORM ALL QUANTITIES AND WORK NECESSARY EVEN IF NOT MENTIONED IN THE

SPECIFICATIONS BUT INCLUDED IN THE DRAWINGS OR MANIFESTLY NECESSARY TO

DELIVER A COMPLETE PROJECT BASED ON ITS OVERALL SCOPE.

Unless otherwise indicated in the single items, all items listed below are intended to be furnished and installed, connected and completed with all the accessories necessary to furnish the equipment operating in a perfect manner.

It shall be the Contractor’s responsibility to perform installations and furnish materials that conform with Norms, Regulations and Italian Laws.

All machines, equipment and electric and mechanical components shall conform to D.P.R. No. 459 dated 24 July 1996 with "CE" Mark.

4.1 PROVISION AND INSTALLATION OF UPGRADING KIT FOR HYDRAULIC TYPE

ELEVATORS

Provision and installation of upgrading kit in compliance with UNI EN 81/2 - Amendment A3, complete with hydraulic valve and electronic board to prevent uncontrolled movement of elevator car.

Item applicable to hydraulic type elevator installed in buildings 1204, 1413, 1420, 1422, 1423, 1424, 1425, 1426, 1427, 1442, 1446, 1480, 1481, 1482, 1483 and 1484.

Item includes:

- Provision and installation of hydraulic valve to be added to existing hydraulic unit;

- Provision and installation of electronic board, model “Kone LCE-ADO” or equal approved, for the management and control of the system to be installed within the existing control main panel;

- Wirings;

- All operations necessary for the workmanlike execution of the works.

4.2 PROVISION AND INSTALLATION OF UPGRADING KIT FOR AT BUILDING 116

Provision and installation of upgrading kit in compliance with UNI EN 81/2 - Amendment A3, complete with hydraulic valve and electronic board to prevent uncontrolled movement of elevator car.

Item applicable to hydraulic type elevator installed in building 116.

Item includes:

- Provision and installation of hydraulic valve to be added to existing hydraulic unit;

- Provision and installation of electronic board, model “Kone LCE-ADO” or equal approved, for the management and control of the system to be installed within the existing control main panel;

- Wirings;

4.3 PROVISION AND INSTALLATION OF UPGRADING KIT FOR ELECTRIC TYPE

ELEVATORS

Provision and installation of upgrading kit in compliance with UNI EN 81/2 - Amendment A3, complete with electronic sensors and board to prevent uncontrolled movement of elevator car.

Item applicable to electric type elevator installed in buildings and 1302 and 1409.

Item includes:

- Provision and installation of electronic board, model “Kone LCE-ADO” or equal approved, for the management and control of the system to be installed within the existing control main panel;

- Provision and installation of electronic sensors to be installed on engine braking within elevator shaft;

- Wirings to connect sensors and electronic board.

4.4 REPLACE ELEVATOR AT BUILDING 1403

Replacement of existing elevator system installed in building 1403.

Item includes:

- Removal of existing:

- Car;

- Control panel;

- Hydraulic gearbox;

- Check valves;

- Safety brake

- REI120 doors including door blocking devices;

- Elevator car door operator;

- Steel hoist ropes;

- Hydraulic system piping;

- Fixed and movable electrical wiring system;

- cylinder-plunger system;

- guide rails;

- Loading and transportation of resulting materials to authorized public dump area.

- Provision and installation of new oleodynamic elevator system. The new elevator system shall comply with the following features:

• Rated Load: 1800 kg

• Rated Speed: 0,58 m/s (minimum speed required)

• Travel Length: 4,62 m

• Number of Stops: 2

• Number of Hoist Way Openings: 1 Front

• Car Inside Dimensions: 1860 x 1900 mm

• Car Door Opening: 1000 x 2150 mm

• Car Door Types: Single-speed center opening horizontal sliding.

• Section and Type of Power cables: In the machine room and elevator shaft

(with the exception of flexible cables) cables shall be selected from those standardized by CENELEC and of a quality equivalent as defined in HD

21.3 S3 and HD 22.4 S3 norms.

• Section and type of flexible cables: The flexible connecting cables to elevator car shall to be in compliance with EN 50214 and CENELEC HD 360 S2 norms

• Conductor cross section for door safety circuits: To ensure the necessary mechanical strength of the conductor the section for these circuits shall be

0.75 sqmm minimum.

• Lighting and power outlets: the electric power lighting of the elevator car, shaft and machine room shall be separated by machine power supply.

Provide FGA0M1 2x2.5+T for lighting circuits and FGA0M1 2x4+T for power outlets.

• Cab Enclosures and Door Finishes:

o Floor: vinyl composition tile.

o Walls: prefinished steel panels.

o Wall trim: prefinished steel.

o Interior face of door: prefinished steel panels.

o Ceilings: prefinished steel panels.

o Ceiling frame; prefinished steel

• Hostway Doors and Frame Finishes o Frame: prefinished steel.

o Exterior face of door: prefinished steel.

- At the completion of new elevator installation contractor shall provide the certifications of conformity CE of the ELEVATOR accompanied by certificates of

conformity relating to the safety components used in accordance with UNI EN 81-2 /

5. MATERIAL SUBMITTALS

Materials and other items shall be submitted for the approval by the Contracting Officer (see attached Schedule of Material Approval Submittals). The Government will review, approve and/or disapprove material submittals within 10 working days.

6. FINAL ACCEPTANCE TEST , CERTIFICATIONS & OTHER REQUIREMENTS:

All machines, equipment and electric and mechanical components shall conform with "CE" Mark to D.P.R. No. 459 dated 24 July 1996 and subsequent modifications.

Furthermore the electric equipment shall be in compliance with the Legislative Decree No.81/08 and subsequent modifications.

Before contract close out, Contractor will be responsible to provide 3 set of:

• Certificate of approval of the grounding and lightning protection systems, in accordance to CEI Norms and D.P.R. No. 462/01;

• Certificate for elevator systems test in accordance with Italian DPR 162/99 and DPR 210/10;

• Declaration of conformity IAW D.Lgs 37/2008

• Complete set of documents required by UNI EN 81/2, to proceed with the notification to the competent IT offices and to perform the mandatory biennial inspections.

At the end of the work, the Contractor shall also provide the Government with three (3) copies of complete documentation for installation, maintenance and proper use of the devices installed.

Once issued NTP, Contractor is required to contact CEIAP (Ms. Cristina Rossetto/ Mr. Franco Decovich 0434-305691) and schedule a meeting to fill Form DD1354 with appropriate project data for real property capitalization (see attached blank DD1354). Contractor is required to provide final Form DD1354 for 31CES/CD signature before contract close out.
