Responses to Questions

Question: During the site visit we have been told that a CD including all proposal documents must be submitted with the hard copies but we couldn’t find any reference on solicitation documents downloaded from FBO.gov?

Answer: Amendment incorporating CD submission was posted 09 March 2017.

Question: This is the first time that “Subfactor 2” is requested, we ask clarification about the items to be included in the document (personnel, equipment, experience, etc..) an example if possible.

Answer: Subfactor 2 is to be submitted as a narrative that shows the contractors strength of understanding of the project scope including an explanation of the approach to meet the technical specifications of this project. Technical approach narratives typically include (but are not limited

to) the following information:

- Descriptions of duties, roles, major responsibilities, and authorities of key personnel.

- Description of proposed contract duration and methods in which the contractor proposes to meet key milestones including restrictions which must be considered in the schedule e.g., permitting, long lead items, phasing, etc.

- The contractors approach to using manpower and equipment to complete all technical aspects of the requirement including work crew assembly, work schedule and equipment used.

- Description of the Offeror’s ability to adapt to changing work conditions and or performance schedules, as necessary.
