Environmental Final Governing Standards-Italy, and all applicable EU, Italian and Local laws, regulations, and requirements regarding refuse and recycling collection. Offerors must provide Historical

Chamber of Commerce, DURC, appropriate licenses, permits, and certifications. In the event refuse collection laws or regulations change during the term of the contract, the contractor shall comply with such laws as they come into effect and notify the Contracting Officer (CO) accordingly. A modification will be issued to add such change(s) into the contract. All wastes managed under this PWS shall be considered special waste and are listed in Attachment 2.

1.2. Innovation. The contractor is encouraged and expected to use innovative approaches to efficiently and effectively accomplish the PWS requirements in a timely manner.

1.3. Phase in. There will be a one (1) month phase in period, in which the new contract will overlap with the current contract, to ensure a smooth transition in services.

2. REFUSE AND RECYLING MATERIAL COLLECTION, AND DISPOSAL

2.1. Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable U.S. Regulations and Italian Laws and norms.

2.2. Performance Standard. The contractor shall ensure refuse and recycling containers do not exceed

80% fill capacity. If containers exceed 80% capacity between regular service the contractor shall empty containers before the end of normal hours of operation on the day the notification is made to the

Contracting Officer Representative (COR).

2.3. Collection Points, Hours of Operation. Normal material collection will be performed between the hours of 0800 and 1700, Monday through Saturday. Contractor will ensure obtaining Italian permit for industrial vehicle use on public roads for Saturday work. Collection outside of these hours must be approved between the CO and the contractor. All trucks will be inspected at Gate 8 on Area F (LVIS

Gate) before entering the base (Areas F, C, E, 1 and G). A Government escort will be provided from Gate

8 to Areas C, E, 1 and G. Occasionally, this process will take 1 or 2 hours. In this case no additional cost will be charged to Government for the delay, nor the contractor will be charged with services delay. If this become a repetitive issue, a modification will be issued to add such change(s) into the contract.

2.4. Special Events. The COR or CO may require the contractor to perform unscheduled collection, disposal, and placement of containers for various special events. The contractor shall increase collection, relocate refuse containers or provide additional refuse containers to support these events without disrupting regular services. The contractor shall provide the requested services within one (1) day of notification or no later than 09:00 a.m. on the following day.

2.5. Inclement Weather. The contractor must collect refuse and recyclable materials during periods of inclement weather. In cases of severe weather, the contractor will notify the COR and the CO, only the

CO may authorize exceptions to services. When and if exceptions are granted, the contractor must program to collect all missed collections within twenty-four (24) hours after the severe weather has ceased, unless otherwise authorized and/or instructed by the CO.

2.6. Collection Points. The collection point locations are identified by the COR in Appendix A. Note, the active points, which require services, in Appendix A, are identified by a red dots (see Appendix A legend). The blue dots represent suspended collection points that DO NOT require services. However, the Government reserves the right to activate the blue collection points, thereby increasing the number of collection points on the routes. Additionally, the Government reserves the right to add or remove collection points from routes as determined by the COR. The waste containers will be positioned to facilitate customer’s access in depositing refuse and minimize interference with any adjacent parking areas, sidewalks, roadways, overhead utilities, or trees. The contractor will conduct monthly cleanup of the ground within a three (3) meter radius of the containers. Cleanup will include collecting small materials that have accumulated over the month from normal use. Any large materials that are found outside of the containers must be reported to the COR for proper action. If any spills occur or debris fall on the ground during the servicing of the containers, it is the contractor’s responsibility to immediately clean the area involved at the contractor's own expense (no additional cost to the Government). After collection, the contractor shall return the containers to their designated locations.

2.7. Routes/Schedules. The contractor shall develop collection schedules and routes for the collection points provided by the COR. The schedules and routes shall be submitted to the COR for approval prior to the initiation of services. The contractor shall monitor the quantity of waste collected from each collection point for use as a baseline to vary the number, size, and servicing frequency of refuse containers. All changes shall be coordinated through the COR and approved by the CO prior to implementation.

2.8. Seasonal Adjustment. The contractor shall prepare for seasonal adjustments to waste collection frequencies and number of containers to include, but not limited to, an increase or decrease in the number of containers. During months of reduced use, the containers are to be emptied at a minimum once a week or at 80% full threshold (whichever occurs first).

2.9. Collection Separation/Containers Requirements. The contractor must provide commercial quality containers or industrial size designed containers for refuse and recycling material collection throughout the base. The containers must have covers to prevent saturation due to moisture. Each container shall either have specific identification color or a label corresponding to the type of refuse and recycling materials to be stored within. The contractor will not use the same container for more than one category of waste. At a minimum, on a weekly basis, the contractor is required to dispose of waste listed in Attachment 2, that is abandoned at collection points, and taken to the Base Recycling Center (BRC).

It is the contractor’s responsibility, when needed, to provide the required special collection bags listed in

Appendix A, for the containers as per specific requirements.

2.10. Container Access. The contractor shall immediately notify the COR of instances preventing material collection. The contractor shall ensure materials are removed from the collection point as soon as the container is accessible and at no additional cost to the Government. Discrepancies will not be recorded against the contractor if collection is delayed due to container inaccessibility.

2.11. Container Maintenance. The contractor shall maintain containers to ensure they appear clean, operate safely, and in a manner originally intended. The contractor is also required to maintain the container labels. If necessary, replace containers or labels within one (1) day. The contractor shall clean and wash containers as necessary to ensure they are free of unpleasant odors, dirt, debris, and pests. If customer abuse is deemed the cause of problems, the contractor must inform the COR for validation before removing the container. If the damage is validated, the COR must contact the CO for cost determinations. Reimbursement costs are limited to the replacement cost of a single container.

2.12. Signs and Labels. The contractor will also provide the labels for each container on base, in both

English and Italian languages. Labels will specify the refuse and recycling material appropriate for each container and shall include any applicable restriction. The COR will assist the contractor with the required wording and format of the labels. Prior to the contractor’s procurement of labels, the contractor must submit label samples to the COR and CO for approval. Only after the COR and CO have approved the labels may they be placed on the containers. Labels shall be neat, legible, and displayed at all times.

2.13. Notification of Environmental Spills. In the event of spills or releases of any hazardous material into the environment during activity collection listed in this PWS, the contractor shall immediately start remedial action with approved materials and immediately notify the COR. The contractor shall be responsible for containment and environmental cleanup at no cost to the Government.

2.14. Hazardous Material. If during their regular collection of materials, the contractor discovers hazardous material not listed in Appendix A inside or around any refuse container, the contractor MUST

NOT REMOVE IT and shall notify the COR immediately. In turn, the COR will notify the CO for proper action. If necessary, Bio-environmental might be involved to determine how hazardous the material(s) are, prior to their removal.

2.15. Disposal Off-Base. The contractor shall transport and dispose of all refuse and recyclable materials at off-base disposal facilities to maximize landfill diversion rate. Disposal methods must be in accordance with all applicable Italian laws and norms. The contractor is responsible for any permit, fees, and taxes associated with the use of off-base disposal facilities.
