SUMMARY OF CHANGES
SECTION M - EVALUATION FACTORS FOR AWARD
The following have been modified:
52.212-2 EVALUATION--COMMERCIAL ITEMS (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered, using the lowest price technically acceptable proposal (LPTA) method. This source selection is conducted in accordance with the Federal Acquisition Regulation (FAR) 12, 13and 15, as supplemented by the Defense FAR
Supplement (DFARS) 215.3, the Air Force FAR Supplement (AFFARS) 5315.3 and the Air Force Mandatory
Procedure (MP) 5315.3. These regulations are available electronically at the Air Force (AF) FAR Site, http://farsite.hill.af.mil.
The following factors shall be used to evaluate offers:
1. Part I - Price
2. Part II - Technical Information (Acceptable/Unacceptable)
Offerors are cautioned to submit sufficient information and in the format specified in Addendum to FAR 52.212-1
Instruction to Offerors—Commerical Items (Apr 2014) and 52.212-1 Instructions to offerors—Commercial
Items (July 2013) Addendum.
1. FACTOR I – Price: Offerors must provide a Firm Fixed Price (FFP) proposal in accordance with the Contract
Line Item Numbers (CLINS) on Standard Form SF 1449. Appropriate completion of UNIT PRICE and TOTAL for each item contained in the entire schedule Base Year and all Option Years for which they are proposing. Offerors are then required to provide a RECAPITULATION SCHEDULE TOTAL (See pages 3 through 24 of Standard
Form 1449) for which they are proposing. This RECAPITULATION TOTAL must then be transferred to the corresponding Contract Line Item Number (CLIN) as described in the description of each CLIN. Complete all blanks for unit and total prices in the Price Schedule.
-All proposed prices shall be in submitted in Euros.
-The Offeror’s proposal shall include a signed copy of the SF 1449; this includes Acknowledged Solicitation
Amendments. Provide all executed Standard Forms 30, or other appropriate amendment acknowledgments (if applicable)
(i) Arithmetic Discrepancies. For the purpose of initial evaluation of offers, the following will be utilized in resolving arithmetic discrepancies found on the face of the bidding schedule as submitted by the offeror.
(A) Obviously misplaced decimal points will be corrected;
(B) Discrepancy between unit price and extended price, the unit price will govern;
(C) Apparent errors in extension of unit prices will be corrected;
(D) Apparent errors in extended prices per CLIN will be corrected.
(ii) For the purpose of offer evaluation, the Government will proceed on the assumption that the
Offeror intends his/her offer to be evaluated based on the unit price. The totals arrived at by resolution of arithmetic discrepancies listed above will be so reflected on the abstract of offers. These correction procedures shall not be used to resolve any ambiguity concerning which offer is low.
NOTE: Prices no more than 2 decimals.
2. FACTOR II – Technical Information: The technical criteria below will be used to evaluate proposals for accuracy and completeness. The ratings applied to Technical Capability will be Acceptable or Unacceptable.
Offerors must have an Acceptable rating on all factors listed at paragraph 4. of the Addendum to the FAR Provision
52.212-1 Instructions to Offerors – Commercial Items, of the instant solicitation.
RATING DEFINITION
Acceptable Proposal clearly meets the minimum requirements of the solicitation. A proposal must have no deficiencies to receive an acceptable rating.
Unacceptable Proposal does not clearly meet the minimum requirements of the solicitation. The proposal has one or more deficiencies.
Technical proposals must demonstrate the offeror’s ability to successfully meet the needs of the Government (for other than host nation authority documents this volume shall not exceed 25 written pages, letter or A4 size paper, Font –Times New Roman or Arial 12 pitch). If proposing equivalent certification, the offeror must provide all documentation that clearly demonstrates such equivalence. All Technical Information shall be in the English language. Documents in other than this language shall have an English translation attached. Technical Information shall consist of the following:
1. Quality Control Plan (QCP). Offerors will be required to submit a Quality Control Plan to include quality control procedures which present all aspects of quality control to include responsibility for surveillance and description of records to be kept, as outlined in the PWS; identification and clearly defined authority of key personnel under Contractor’s organization and inspection system covering all services as outlined in the PWS. Offeror must submit an Organization Chart indicating full name, position title and level of all personnel performing work under the contract, indicating role and responsibilities with regards to the contract requirements. In accordance with the Performance Work Statement the Contract Manager, Call Reception Personnel, and Lead Service Technician must have a good command of English language in order to properly and independently coordinate services with the base personnel.
2. Certifications.

If services were performed as a subcontractor, teaming partner, and/or joint venture state the overall contract value and associated subcontract value.
(3) Award process: The award will be made to the Technical Acceptable lowest priced offer whose offer meets the requirements of the solicitation. Offers above the lowest price will only be evaluated if the lowest offer fails to meet these requirements. The Government may award without discussions, reserving the right to hold discussions at any point during the evaluation if deemed necessary by the CO.
The evaluation process is as follows:
(i) Price Evaluation. The Government will first evaluate all proposals for price, ranking the offerors from lowest to highest total evaluated price. A price fair and reasonable determination will be made on the apparent lowest price proposal.
(ii) Technical Acceptability. The apparent lowest price proposal will then be evaluated for Technical
Acceptability. Proposals must be rated “Acceptable” for all technical factors in order to be determined technically “Acceptable”.
a. If the lowest priced offeror’s proposal is rated “Acceptable”, the evaluation stops at that point.
b. If the lowest priced offeror’s proposal is “Unacceptable”, the next low offeror’s technical proposal will be evaluated, continuing until an offeror with an “Acceptable” technical rating is identified.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
