1.0 SCOPE. This Statement of Objectives (SOO) defines the requirements for the contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) a Giant Voice (GV) System required at Aviano AB, Italy. Aviano AB currently has ten (10) existing Whelen outdoor omni-directional siren speakers. The current GV components have degraded due to age and the upgraded wireless components have created a non-standardized system configuration. The existing metal poles are in good condition and can be reused. The requirement will replace the current GV system equipment which communicates via two-way radio frequency communication infrastructure.
This project covers the following technical objectives.
1.1 Replace the current Giant Voice system components with an approved controller units. The current Whelen system at Aviano AB, Italy currently communicates via two-way Radio Frequency (RF) to all siren speaker towers throughout the base.
1.2 The two current central control systems, located at the Command Post and the Alternate Command Post, shall be replaced with compatible, maintainable controllers, two-way control communication software, PC based computers, and monitors for control, activation and display of siren speaker’s status.
1.3 The upgraded GV system shall provide terrorist attack announcements, weather warnings, Force Protection, chemical spills, active shooter, local accidents affecting base operations and/or general announcements.
2.0 GENERAL REQUIREMENTS. The contractor shall provide all equipment, software, speakers, wiring, power, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to EDFI&T the requirements as stated in this SOO.
The contractor shall replace the current GV system, plus all required support for Radio Frequency (RF) infrastructure, solar cells and control center equipment and software. All equipment, materials and software shall be new and not refurbished. The existing solar arrays, poles, radio, and antenna will be reused and will be installed and connected to the new siren controller units. The existing Motorola CDM750 radios shall be removed from the existing siren controllers and reinstalled in the new siren controller units. The Contractor shall utilize walk-thru information to analyze the project requirements, perform engineering design tasks, and develop the data deliverables.
Note 1. The solar panels hook into a Whelen solar regulator which charges the batteries inside of the siren controller cabinet.
Note 2. The radios that are currently connected to the Whelen system would need to be pinned out and terminated into the new GV system. The reason for keeping the current radios is so the base would not have to request for a new frequency. If the new system cannot be connected to the CDM 750s, the proposed radio system shall be able to provide coverage to area 1 of the base (about 8 miles line of site from the base) and operate on the existing VHF frequency (XXX.250 MHZ band). Otherwise, a new frequency will need to be approved. This process is a lengthy process and will require host nation approval as well as the supportability in Italy.
