1.0 SCOPE. This Statement of Objectives (SOO) defines the requirements for the contractor to

Engineer, Design, Furnish, Install, and Test (EDFI&T) a Giant Voice (GV) System required at

Aviano AB, Italy. Aviano AB currently has ten (10) existing Whelen outdoor omni-directional siren speakers. The current GV components have degraded due to age and the upgraded wireless components have created a non-standardized system configuration. The existing metal poles are in good condition and can be reused. The requirement will replace the current GV system equipment which communicates via two-way radio frequency communication infrastructure.

This project covers the following technical objectives.

1.1 Replace the current Giant Voice system components with an approved siren controller units. The current Whelen system at Aviano AB, Italy currently communicates via two-way

Radio Frequency (RF) to all siren speaker towers throughout the base.

1.2 The current primary controller Whelen E2010, located at the primary Command Post (CP) shall be replaced with the new central control stations equipment with two-way RF control communications software, PC based computer, and monitor for control, activation and display of siren speaker’s and complete system health status.

1.3 The current alternate controller Whelen E969, located at the alternate CP shall be replaced with the new central control stations equipment with two-way RF control communications software, PC based computer, and monitor for control, activation and display of siren speaker’s and complete system health status.

1.4 The upgraded GV system shall provide terrorist attack announcements, weather warnings, Force Protection, chemical spills, active shooter, local accidents affecting base operations and/or general announcements.
