SUMMARY OF CHANGES

The Request for Proposals (RFP) dated 06 August 2021 for the Integrated Base Defense Block 14 (Description of Amendment/Modification):

Security Systems (IBDSS) contract, amended on 02 September 2021, 08 September 2021, 14 September 2021, and 30 September, is hereby extended to 07 December 2021 at 0900 CET, and amended to provide updated documents as a result of Government refinement of the requirement and additional questions submitted by potential offerors as follows:

- IBDSS_IDIQ - RFP - Attachment 1 - SOW - Amendment 0005

- IBDSS_IDIQ - RFP - Addendum to FAR 52.212-1 - Amendment 0005

- IBDSS_IDIQ - RFP - Addendum to FAR 52.212-2 - Amendment 0005

- Appendix C - Self Scoring Matrix - Amendment 0005

- Solicitation Document to include special clauses H001 and H002

Offerors shall submit acknowledgement of all solicitation amendments as part of their proposals.

Based on concerns regarding the requirement for a Secure Storage Area (SSA) within the USEUCOM AOR at the time of proposal submission, this Pass/Fail criterion has been moved to H002 - Off-Ramp. A Pass/Fail criterion for the contractor to provide the Government with proof that they possess a facility with office space and warehouse space within the USEUCOM AOR at time of proposal submission has been added in its place.

Please refer to the revised documents listed above for additional details. Please also note that in the event of a conflict, the documents listed above take precedence over prior answers to questions received from industry.

All Offerors intending to submit a proposal in response to this solicitation should request a DoD SAFE link no later than 18 November 2021 at 0900 CET via email addressed to Ms. Antje Veit at antje.veit.de@us.af.mil and Ms. Elizabeth Moehlenbrock at elizabeth.moehlenbrock@us.af.mil.

Request for Informal Industry Feedback:

In the future, proposals in response to Government solicitations posted on the Governmentwide Point of Entry (i.e. sam.gov) will be submitted through the Solicitation Module within the Procurement Integrated Enterprise Environment (PIEE).

1) Do you currently have a Proposal Manager role in the Procurement Integrated Enterprise Environment Solicitation Module? Yes/No

2) Are you currently able to upload a proposal to the Solicitation Module in response to a Government solicitation? Yes/No

Please provide your responses to the above questions via email to Ms. Antje Veit at antje.veit.de@us.af.mil and Ms. Elizabeth Moehlenbrock at elizabeth.moehlenbrock@us.af.mil at any time prior to solicitation closing.

NOTE: Proposal submission for this RFP shall still be accomplished through DoD SAFE as stated above.

Special Contract Requirements

Miscellaneous text in this section has been modified to:

H001 ON-RAMP (15 November 2021)

a. On-Ramping as used in this clause means the administrative mechanism to award additional Multiple Award Indefinite Delivery Indefinite Quantity (MA IDIQ) contracts during the ordering period, but after initial award.

Off-Ramping as used in this clause means the administrative mechanism not to renew an existing MA IDIQ contract by not exercising a contract option.

b. The Government will competitively award MA IDIQ contracts to establish an initial awardee pool. Initial awards under the United States European Command (USEUCOM) Area of Responsibility (AOR) IBDSS contract will comprise a base ordering period of three (3) years, plus four (4) one-year optional ordering periods.

The overall ceiling price across all contracts will be $91M.

c. The Contractor acknowledges that On-Ramping is authorized under this contract. The Government reserves the right, but is not required, to utilize the On-Ramping procedures described below at any time during the ordering period, including options. The award of new IDIQ contracts shall not extend beyond the overall ordering period of the contract, and shall not increase the overall ceiling of the contract.

d. On-Ramp Eligibility: USEUCOM IBDSS IDIQ contract awardees shall not compete for On-Ramping.

Offerors who were not selected during the initial award of the MA IDIQ contracts, Offerors who did not compete for the initial award of the MA IDIQ contracts, and Contractors who have been Off-Ramped from the MA IDIQ contracts are eligible to compete for On-Ramping.

e. On-Ramping Procedures: If the Government determines that it is in its best interest to add contractors to the awardee pool, the following shall apply:

1. A notice shall be published in accordance with FAR Part 5, Publicizing Contract Actions.

2. The solicitation shall:

a) Identify the total approximate number of new awards that the Government intends to make. The Government may decide to award more or fewer contracts than the number anticipated in the solicitation.

b) Include terms and conditions that are materially identical to the existing version of the MA IDIQ contract(s).

The Government may update solicitation provisions and clauses to the current version, if necessary. If the solicitation includes updated provisions and clauses, the terms in paragraph c below shall apply.

c) Comply with current Federal procurement law (i.e., all current laws, regulations, and policies).

3. The Government's award decision shall be based on the identical evaluation factors/sub-factors and evaluation methodology as the original solicitation.

4. Based on the evaluation factors/sub-factors identified in the solicitation the highest rated Offeror(s) will be on-ramped and receive MA-IDIQ contract awards. Their ratings will not be compared to the ratings of the original awardees.

5. Contract awardees will not be eligible to propose on any Delivery Order Proposal Request (DOPR) under this contract until the proof of Secure Storage Area (SSA) required by the Statement of Work has been furnished to and validated by the Government. Subsequent to the furnishing of proof of an established SSA within the USEUCOM AOR within 120 calendar days of IDIQ contract award, and following validation of the SSA by the Government, each On-Ramped Contractor is eligible to submit a proposal in response to any DOPR and to receive delivery order awards with the same rights and obligations as any other of the MA IDIQ Contractors.

f. To the maximum extent practicable, the Government agrees to maintain materially identical terms and conditions for all awardees.

g. Any pre-award protest of the solicitation during On-Ramping shall be untimely since this is a continuation of the evaluation criteria and methodology already established under the original solicitation.

H002 OFF-RAMP (15 November 2021)

a. Off-Ramping as used in this clause means the administrative mechanism not to renew an existing MA IDIQ contract by not exercising a contract option.

b. The Government reserves the right, but is not required, to utilize Off-Ramp procedures, which will result in the removal of MA IDIQ contract holder(s) if one or more of the criteria below are met. The criteria for Off- Ramping are:

1. An MA IDIQ contract holder who is not able to provide the Government with proof that they possess an established Secure Storage Area (SSA) within the USEUCOM AOR within 120 calendar days of IDIQ contract award. Proof shall be in the form of a) a letter from a cognizant Government representative indicating secure storage compliance; or b) contact information for a Government POC who validates the MA IDIQ contract holder's secure storage capabilities;

2. A MA IDIQ contract holder who has not received at least one delivery order (DO) award (excluding the guaranteed minimum award) over a one-year period;

3. Debarment, Suspension, or Ineligibility as defined in FAR Subpart 9.4;

4. Termination as defined in FAR Parts 12 and 49; and,

5. A MA IDIQ contract holder who has not submitted a proposal for three (3) or more Delivery Order Proposal Requests (DOPRs) over a one-year period, excluding Year 1.

c. If utilized, the administrative mechanism of Off-Ramping will be accomplished by not exercising the option of an MA IDIQ contract holder that meets one or more of the above listed criteria, if it is in the Government's best interest to do so.
