2 GAMT III – RFP Atch 1 PWS 11‐12 Para 13 PWS Section 13 references a Contingency Plan as being a part of the proposal; however, there is no mention of a Contingency Plan in the Instructions or Evaluation Criteria. Will the Government please confirm that a Contingency Plan is not required as a part of our proposal response? If it is required, will the Government please exclude it from Volume page count?

A Contingency Plan will be required with the proposal submission. However, this plan will not be part of the evaluation and excluded from the Volume page count outlined in the Instructions to Offerors .

3 GAMT III – RFP Atch 4 Past and Present Performance Questionnaire

2 Section A The note that in RFP Attachment 4, which states that “If offeror holds or has held other contracts with your agency/organization in the last three (3) years, please complete separate evaluation” is a bit confusing. a) Will the Government please explain and clarify what is meant by the phrase "seperate evaluation"? b) Will the Government please confirm that a completed RFP Attachment 4 (Past and Present Performance Questionnaire) only has to be provided for the contract references that are being submitted in our proposal as a part of our Past Performance Volume?

a) A Past and Present Performance Questionnaire has to be completed for each past performance record provided by the offeror.

b) Confirmed.

4 GAMT III – RFP Atch 2 Instructions to Offerors

5 Para 4.1.5 The PWS states “the contractor shall be prepared to process up to 80 percent increase in mail during emergency contingency situations”. Will the Government please provide an estimate of the number and duration of emergency contingency situations the contractor can expect to encounter annually? Also, will a REA be authorized for increases due to contingency situations?

Since there is no historical data to provide, the 80 percent increase is in relation to the estimated volumes provided in the PWS. The number and duration of emergency situations cannot be provided at this time.

The contract price schedule defines the allowable costs.

A REA may be submitted if the Contractor is able to provide supporting cost or pricing data with the request.

Please note: REAs have to be formally accepted and approved by the Contracting Officer.

5 Solicitation ‐ FA564121R0002 3‐6 Section 'Supplies or Services and Prices/Costs'

Multiple CLINs in the Solicitation use the phrase “cover monthly handling and distribution service up to 500,000 kilograms”. Will the Government please confirm that it should be “NTE 500,000 kilograms” instead of “up to 500,000 kilograms”?

CLIN X002 is a monthly guaranteed minimum up to 500,000 kg of processed mail IAW the PWS. Each kg of mail processed above 500,000 kg during the month must be billed against CLIN X003.

6 GAMT III – RFP Atch 3 Evaluation Criteria

5‐6 Para 1.4.4 A finding of “Unknown” should be considered “Acceptable” contradicts the standards of Recency, Relevancy, and Performance Quality detailed in the RFP. If any offeror can achieve “Acceptable” past performance without any visible contract references, then it renders the submittal of Volume III Past Performance as meaningless.

Will the Government please remove all the referenced language from Section 1.4.4 in the Table and Note regarding unknown performance being acceptable?

FAR 15.305(a)(2)(iv) states that in the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.
