1 Please confirm do you accept the required Appliances manufactured in China?

Appliances have to meet the terms and conditions of the Solicitation FA564120Q0001. Required appliances are identified in the RFQ Attachment 1 – Condensed Summary 23 Jun 20. The checklist – RFQ Attachment 3 will assist you to submit a complete quote.

2 Are the quantities provided in the Attachment 1 of the Solicitation Yearly quantities?

Yes, these quantities represent the estimated annual required quantities. Please note that these numbers only represent an estimate. The actual ordered quantities depend on the annual requirement and funds availability.

3 Attachment 1 in the Solicitation currently shows a primary and an Alternate brand. Can we provide a second alternate brand?

No, only the listed brands shall be provided for each location. Evaluation will be based on the listed models. The actual required models per brand will be specified in each call.

4 Page 3 of the solicitation Doc provides a table to insert product Unit, Quantity, price and Amount; this format is not sufficient for the various types of Each item requested. Can adjustments be made to provide the most accurate pricing information for items requested?

Please clarify how to fill in the form, and whether it must be completed or not.

No prices shall be submitted with your quote. Please only mark whether you can deliver the required brands/models in Attachment 1.

8 ‘’The offeror shall meet all RFQ requirements, such as terms and conditions and representations and certifications’’.

Can you please confirm that by not mentioning any exceptions, the offeror automatically confirms that it complies to all the RFQ terms and conditions and representations and certifications?

Yes, this is correct.

9 In addition to the technical evaluation factor and subfactors;

Can you please confirm that with the technical evaluation factor and subfactors the following is meant: all product requirements and the evaluation criteria mentioned on page 49 and 50 of the RFQ ? If this does not include all technical (sub)factors can you please inform what other technical subfactors need to be met?

The Government will first evaluate all quotes for responsiveness (compliance with the addendum to FAR 52.212-1). A quote determined to be nonresponsive shall not be considered for competition or award. The Government will then evaluate all quotes for Technical Acceptability. Quotes must be rated "Acceptable" for all technical subfactors in order to be determined technically "Acceptable". An offeror's failure to meet one technical subfactor will render the offeror technically unacceptable.

The technical subfactors are Subfactor 1: Available List;

Subfactor 2: Past Experience; Subfactor 3: Spare Parts and Subfactor 4: Warranty IAW para 3 of the Addendum to FAR 52.212-2 (page 49 and 50)

10 On page 3 of the RFQ you find a scheme ‘Supplies or Services and Prices/Cost’’.

Can you please confirm that this scheme does not have to be filled in as part of the submission for this RFQ? If it does need to be filled in, could you please indicate how to use the scheme correctly? The quantity is unknown and the price of a UK appliance can differ from the price of an appliance suitable for Germany and Italy.

There is no need to fill out the table on page 3. This table only shows the CLIN structure and is for informational purposes only. No prices, product unit and Amount shall be provided with your quote. Estimated annual quantities and required brands and models for evaluation are shown in Atch 1 - Condensed Summary. Please mark the appliances you can offer in each category and for each country listed in Atch 1 - Condensed Summary with "Yes".

Quotes for one, two or all countries may be submitted, if you can deliver at least 50% of the required models for any one of the listed countries.

11 In BASIS FOR CONTRACT AWARD on page 49 of this RFQ you state; The Government intends to award a BPA resulting from this solicitation to every offeror who is deemed responsible in accordance with the FAR Part 9.1 and whose quote conforms to the solicitation's requirements (to include all stated terms, conditions, representations, certifications, and all other information required by the addendum to FAR 52.212-1 "Instructions to Offerors - Commercial Items" of this solicitation) and who is evaluated, based on the technical evaluation factor and subfactors, to be a technically acceptable offeror.

a. Can you please inform us if and how pricing will be evaluated for establishing the BPA’s?

a. Pricing will not be evaluated for the establishment of the BPAs. The Government will make award of a BPA to each responsive offeror, whose quote has been determined technical acceptable.

b. Yes, this is correct.

12 In Attachment 1 of this RFQ – Condensed Summary – you mention Primary Brands/Models and Alternate Brands/Models, but both Primary and Alternate models are in most cases of this RFQ from one and the same manufacturer. In our opinion the alternate brand/model is not really an alternative this way.

Can you please confirm that it is also allowed to offer an Alternate and Primary model from a different manufacturer?

Follow-on Question:

In your answer to my question no. 5, whether or not different manufacturers are allowed, you answer this is not acceptable and that only the listed brands shall be provided for each location. For one machine manufacturers use different model numbers per country for the sake of market protection. However, technically the machines are identical.

Can you please confirm that these different model numbers for machines that are technically the same are also acceptable when they are being produced by the same manufacturer?

US Government Response: No, only the listed brands shall be provided for each location. Different manufacturers than the once listed are not acceptable. Evaluation will be based on the listed models. The actual required models per brand will be specified in each call. Please mark the appliances you can offer in each category and for each country listed in Atch 1 - Condensed Summary with "Yes". Quotes for one, two or all countries may be submitted, if you can deliver at least 50% of the required models for any one of the listed countries.

No, only the listed brands shall be provided for each location. Different manufacturers than the once listed are not acceptable.

Please note: The listed models will be used for evaluation only. The actual required models per brand will be specified in each call.

13 Some of the models are ‘end of life (EOL) and there are already follow up models available.

Can you confirm that direct follow up models are also acceptable?

The listed models will be used for evaluation only. The actual required models per brand will be specified in each call. Direct Follow-on models are basically acceptable as long as these have the same features (salient criteria) than the previous model. For a follow-in model we need an item data sheet so we can replicate that the features are identically and acceptable. We also request documentation from the manufacturer that this is their replacement model for the model originally requested confirming the EOL info that is causing the change. When both documents are provided, offeror can mark the applicable entrée with “YES” in Atch 1 – Condensed Summary.

The same documentation as above would also be required if country specific model numbers on the Government RFQ list would contain an error (i.e. a German model number accidently asked for an UK location).

14 All requested brands/models will likely have price increments each year.

Is there a way we can submit prices for each year? If so, we would list the yearly price (10 different prices) for each model.

Pricing will not be evaluated for the establishment of the BPAs. The Government will make award of a BPA to each responsive offeror, whose quote has been determined technical acceptable.

The most current models per brand will be specified in each call and pricing shall be submitted at the call order level.

15 Please confirm we do not have to submit any pricing on Page 3 of the solicitation.

Yes, I can confirm that no pricing shall be submitting on page 3.
