Question: Are other locations outside the United Kingdom (UK) required for the required report and data?
Government Response: As stated in the solicitation, the data and report to be acquired are for particular job categories or locations throughout the UK. Please refer to the Request For Quotes (RFQ), Attachment 1, UK Wages II SOW, for more information.
Question: Does the required report and data need to include director and executive titles?
Government Response: For the specification of job categories, titles, and locations please refer to the RFQ, Attachment 1, UK Wages II SOW.
Question: Would subscription access to a database or other system satisfy the government’s requirement?
Government Response: The awardee of this solicitation is required to submit a data report per email in accordance with (IAW) the Statement of Work (SOW) to the mentioned receiving agency. The SOW not only requires raw data to be submitted, but also a monetary/non‐monetary benefits report. A subscription to a web-based program or database would not meet the terms and conditions of the SOW.
Question: Does the combined Synopsis/Solicitation under solicitation number FA5641- 17-R-0002 contain requirements similar to a current contract, or is this a new requirement for the government?
Government Response: The requirement identified in the present solicitation was the subject of a previous contract (FA5641‐15‐P‐0001), which expired on 30-Sep-2016.
Question: Will the customer authorize Other Direct Costs and Travel budget elements for purposes of sourcing wage data and information and conducting due diligence within the UK?
Government Response: As indicated by the contract line item numbers associated with the solicitation, the contract to be awarded will be a firm fixed price (FFP) contract with no cost-type incidental services. For additional information, please refer to FAR 16.202
– Firm-fixed-price Contracts.
Question: Will the government provide reimbursement for costs incurred in the preparation of quotes in response to the solicitation?
Government Response: There are no reimbursement for submitted quotes. More information on quote submittals can be found in Addenda to 52.212‐1, Instructions to Offerors, of the solicitation document.
Question: Is the project period of performance approximately one month based on the relevancy and currency of the salary data collected?
Government Response: The awardee of the contract will provide a report IAW the SOW. Data must be current as of 31 August, and the deliverable must be received no later than (NLT) 30 September.
Question: Are there plans to award a contract to more than one vendor?
Government Response: There will be only one awardee for this solicitation.
Question: Is the Pay Movement Factor (PMF) intended to report the average year-over-year change in salary based on a group of individual employees? Or should it represent the average salary increase that companies allocate to each group of employees?
Government Response: IAW Paragraph 5 of the SOW the PMF is the average annual percentage increase of actual pay settlements and their forecasts computed for the categories management, clerical, and operative for the periods identified in subparagraphs 5.1 through 5.4 of the SOW.
Question: Can you provide more detail on the difference between a frequency table versus a regular table as referenced in para. 6 of the SOW?
Government Response: A frequency table is constructed by arranging collected data values in ascending order of magnitude with their corresponding frequencies. According to the SOW, frequency tables are the required method of presentation unless infeasible.
Question: Can you confirm the difference between monetary and non-monetary benefits. Is one the cost to employer and the other value to employee?
Government Response: Relevant monetary benefits are identified in sub-paragraphs
6.2.1 through 6.2.19 of the SOW. Relevant non-monetary benefits are identified in sub-paragraphs 7.2.1 through 7.2.19 of the SOW.
Question: Is it possible to consider a delivery date of the project NLT October 30 of each option year?
