D. SPECIFIC INSTRUCTIONS

1. Quote Summary Worksheet

(a) General. The offeror shall complete all areas of the Quote Summary Worksheet, which is a protected Excel file that only allows offerors to insert data into fields that are shaded in green. The quote should represent the offeror’s best efforts to respond to the evaluation criteria of this RFQ. All other cells are locked and cannot be accessed by offerors. In addition, the Excel file has pre-populated summing calculations that automatically calculate the total evaluated price, which also cannot be accessed by offerors. Offerors shall verify that the total evaluated price offered matches what is calculated by the Excel spreadsheet as the total evaluated price. All pricing shall be stated in US DOLLARS.

Offerors shall immediately notify the Contracting Office if any errors are discovered in the Excel document calculations.

(b) Price: The offeror shall indicate their quoted price for the base year and each option year.

(c) Technical Subfactor 1 – Sources by Locality Table: The offeror shall fill out the entire chart, providing the number of sources your organization uses by job category and locality. For example, if your company utilizes 50 sources to derive data associated with Staff positions (identified in Table 1 of the Statement of Work) in Central London, the number 50 should be entered into cell B10. Complete the entire chart in the same fashion, i.e., number of sources for Staff position data in Outer London in cell B11, etc.

(d) Technical Subfactor 2 – Sample Data Set: The offeror shall fill out the remaining fields of the chart for each of the identified four (4) Job Titles, utilizing the Statement of Work (SOW), Paragraph 4 (and Subparts) for direction on the various columns. This sample will be used to determine technical acceptability for basic award.

(e) Technical Subfactor 3 – Benefit Report Narrative: The offeror shall provide a technical narrative demonstrating its technical capability to provide the Benefit Report for Monetary and Non-Monetary Benefits (described in the SOW, Paragraphs 6 & 7).

2. VOLUME II – ADMINISTRATIVE DOCUMENTATION

(a) General. The purpose of this volume is to provide information to the Government for preparing the contract document and supporting contract file.

(b) Organization. The contract documentation volume shall be organized according to the outline below:

(1) Table of Contents

(2) Glossary (if applicable)

(3) Exceptions to the RFQ (if applicable)

(4) Other Information Required

(c) Representations, Certifications, and other Statements of Offerors. The offeror shall submit completed representations, certifications, acknowledgments and statements.

(d) Exceptions to RFQ Requirements. Offerors are required to meet all RFQ requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors or subfactors. Failure to meet a requirement may result in an offer being found unacceptable. If the offeror still finds it necessary to take exception to any of the requirements specified in this RFQ, clearly indicate each exception to the RFQ and provide complete accompanying rationale and benefit to the Government. All exceptions to the RFQ requirements and supporting rationale shall be identified as such and consolidated into an overview section of the contract documentation volume. An overview section is only required if the offeror takes exception to any requirement in the RFQ.

(f) Other Information Required. Offeror shall include the following information.

and current System of Award Management (SAM) documentation.

(End of provision)

52.212-2 EVALUATION — COMMERCIAL ITEMS (OCT 2014)

1. CONTRACT AWARD

a. Basis for Contract Award The Government will use the Lowest Priced Technically Acceptable (LPTA) source selection process to conduct an unrestricted competition. This competitive acquisition will evaluate offerors’ technical approach and award to the lowest priced technically acceptable offeror. The offeror must receive a rating of “acceptable” on all factors and subfactors in order to be eligible for award. The evaluation process shall proceed as follows: quote will be ranked by price from low to high; the evaluation team will perform an evaluation of the offeror’s technical volume, starting with the lowest priced quote. The evaluation process may stop once the Government has identified the awardee with the lowest priced technically acceptable offer.

b. RFQ Requirements, Terms and Conditions Offerors are required to meet all RFQ requirements, such as terms and conditions, representations and certifications, and technical requirements, in addition to those identified as factors or subfactors. Failure to comply with the terms and conditions of the RFQ may result in the offeror being ineligible for award. Offerors must clearly identify any exception to the RFQ terms and conditions and must provide complete supporting rationale. The Government reserves the right to determine any such exceptions unacceptable.

2. EVALUATION FACTORS

a. Evaluation Factors and Subfactors The following evaluation factors and subfactors will be used to evaluate each Quote Summary Worksheet. The Government will evaluate quotes for acceptability, but will not rank the quotes by the non-price factors or subfactors.

Factor 1: Price Factor 2: Technical

Technical Subfactor 1 – Sources by Locality Table Technical Subfactor 2 – Sample Data Set Technical Subfactor 3 – Benefit Report Narrative

b. Price Factor

(1) Price Analysis. This acquisition is conducted with the expectation of adequate price competition and will rely on the process and procedure described under FAR 15.404-1(b) as the primary means of assessing reasonableness. The offeror’s price will be evaluated for award purposes, based upon the total evaluated price quoted for the base year and all option periods.

(2) Price Evaluation. Prior to conducting evaluations of the technical volume, the Government shall rank all quotes by price, including all option prices. The total evaluated price will be calculated as the sum of the offeror’s quoted prices for the base period and each option period. Evaluation of options shall not obligate the Government to exercise such options.

c. Technical Factor The Government’s technical evaluation team shall evaluate the technical volume on an acceptable or unacceptable basis, assigning one of the ratings described below for each subfactor. Any subfactor evaluated as “Unacceptable” will render the entire quote unacceptable and, therefore, unawardable. Only those quotes determined to be technically acceptable, either initially or as a result of exchanges, will be considered for award. However, the offeror is reminded that the Government reserves the right to award this effort based on the initial quote, as received, without exchanges.

Technical Subfactor 2 – Sample Data Set: The offeror shall demonstrate their ability to provide requested data in a requested format. At a minimum, the approach shall successfully provide the following essential component:

i. The Offeror shall fill in all remaining green-shaded fields of the chart for each of the identified four (4) Job Titles.

ii. The Offeror shall utilize the Statement of Work (SOW), Paragraph 4 (and Subparts) for direction on the various columns.

At a minimum, the approach shall successfully provide the following essential component:

i. The offeror shall provide a technical narrative to successfully demonstrate how their products meet the specifications of the SOW.

(i) Taxes are considered delinquent if both of the following criteria apply:

(A) The tax liability is finally determined. The liability is finally determined if it has been assessed. A liability is not finally determined if there is a pending administrative or judicial challenge. In the case of a judicial challenge to the liability, the liability is not finally determined until all judicial appeal rights have been exhausted.

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.

(ii) Examples.

(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. §6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability.

Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appear rights.

(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. §6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals Contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.

(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. §6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.

(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. §362 (the Bankruptcy Code).
