AFICA USAFE ADR Conversion of R-11 Aircraft Refueling Vehicles Solicitation # FA5641-15-T-0001

Question and Response Set #1 Thursday, 23 July 2015

Question 1: Are we talking about Oshkosh R11 or Kovatch R11 vehicles or both variants?

(Both vehicles are little different - e.g. the bleeder valves with flame trap are already installed to the Kovatch vehicles)

Response to Question 1: All vehicles are 2009 or 2011 Kovatch R-11, this vehicle type does not have a flame trap already installed.

Question 2: Is it necessary to safeguard the pneumatic vapor valves of company Betts, which might be installed to the vehicle?

Response to Question 2: The Kovatch R-11 does not have a vapor recovery system. Upon conversion, the installed vapor recovery system should be configured to provide standard protection from damage through normal use.

Question 3: Are grounding straps required besides the grounding cables?

Response to Question 3: Yes, use a minimum of four grounding straps.

Question 4: Do the vehicles have one or two instrument boxes?

Response to Question 4: There is only one instrument box.

Question 5: Do the vehicles have an additional hose reel box?

Response to Question 5: The vehicle has two hoses, one in the main body and one on the side.

Question 6: Is the existing gas pump nozzle with or without automatic function?

Response to Question 6: Operator must manually operate the nozzle but it has an automatic shut-off function.

Question 7: Does the vehicle have a "Cut Off Switch" on the outside of the vehicle?

Response to Question 7: There is one master cut-off switch on the outside. The conversion includes an additional master cut-off switch in the cab of the truck; it should be placed in a logical location in the cab, per the ADR and protected so that it cannot accidentally be engaged.

Question 8: Is it necessary to perform a brake test for the B3 certificate?

Response to Question 8: Yes. Before inspection of complete vehicles, the contractor shall perform a brake test and provide it to the USAFE/CDGPO Engineer.

Question 9: Are there further electric cables which have to be insulated?

Response to Question 9: Yes, external wires shall be insulated that do not already have flexi tubing, are exposed to the environment and susceptible to being damaged. Already insulated wires do not need further insulation. Interior wires do not need further insulation.

There should be no other electrical repairs needed.

Question 10: Is it necessary to purge the tank with kerosene after the test?

Response to Question 10: There should not be a need to purge the tanks. Per SOW 4.1.2.

The R-11 aircraft refueling vehicles will be transported to the contractor’s facility empty, un-cleaned using ADR provision “Carriage IAW 4.3.2.4.3.”

Question 11: Are the filter insertions of the Filter Water Separator dismounted?

Response to Question 11: Filters will be removed prior to transporting the R11’s to the contractor’s facility. The contractor shall use its own filters to run the test.

Question 12: Who has to exchange the filter insertions? Customer or contractor?

Response to Question 12: R11’s will arrive without filters. The contractor shall use its own filters to run the test and remove them prior to final certification of work.

Question 13: For which types of products shall the concession be made? UN numbers 1202/1203/1223/1268/1863 ?

Response to Question 13: UN numbers 1202/1203/1223/1268/1863 apply.

Question 14: Which UN numbers shall be printed on the warning plates?

Response to Question 14: UN number 1863, shall be imprinted per the ADR (embossed and fire resistance for 15 minutes).

Question 15: What if brakes, electrical or other mechanical defect prevent work to be done on the vehicles, should the contractor repair defects?

Response to Question 15: The government will inspect the vehicle before contractor receipt and ensure proper working order for conversion. The contractor shall inspect vehicle upon receipt for conversion. If defects are found, the contractor will notify the government. The government will collect the vehicle and make necessary repairs. The government will return the vehicle to the contractor to complete the conversion.

Question 16: Will the Air Force bring the vehicle to the contractor?

Response to Question 16: The government will be responsible for transporting the R11’s to and from the contractor’s facility.

Question 17: If we use diesel to do the tank test, there will be diesel still in the truck after conversion, is this acceptable or does it need to be cleaned again?

Response to Question 17: Some diesel residue is acceptable. However, the contractor must make all efforts to drain and siphon the diesel fuel out of the tank, filter canister and plumbing systems as possible. Residue diesel fuel shall not exceed 5 gallons or 20 liters.
