About this file
This is a Determination & Findings (D&F) document authorizing a sole-source commercial service acquisition by the 700th Contracting Squadron. The 86th Airlift Wing at Ramstein Air Base, Germany requires delivery of the FP2 Trust Pathway™ leadership and team-development program for January 2027 leadership off-site events. The total contract value is $57,100. The acquisition is justified under RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders), RFO 11.204(a)(2)(ii) (Brand Name), RFO 12.102(a) (Commercial Products and Services), and RFO 13.101(b) (Noncommercial Products and Services), as only FP2 can provide the complete integrated program.
The requirement encompasses 175 scheduled participant engagements, including 95 Insights Discovery profile and facilitated debrief engagements and 80 Leading Change workshop engagements, delivered in-person at Ramstein Air Base. The FP2 Trust Pathway™ program includes the five-stage integrated methodology (Assess, Adapt, Connect, Trust, Transform), the proprietary Grouping Method™ for assigning working groups based on communication and decision-making preferences, exercise series, participant workbooks, facilitator guide, pre-event assessment administration, participant profiles and materials, facilitation across all events, and post-event leadership coaching. The 86th Airlift Wing determined that the integrated proprietary program—not generic leadership training, standalone behavioral assessments, or change-management workshops from other sources—is essential to achieve its cross-organizational leadership-development objective. FP2 represents it is the sole source capable of providing this complete integrated program, as the proprietary methodology, Grouping Method™, exercises, workbooks, and facilitator guide are developed and owned by FP2 and are not licensed to other providers. The Contracting Officer, SSgt Allen Cayabyab, approved the determination on October 23, 2026.

DETERMINATION & FINDINGS
Authority to Solicit from a Single Source (at or below the SAT)
1. Agency and Contracting Activity: 700th Contracting Squadron (700 CONS)
2. Nature and/or Description of the Action: $57,100
Sole-source/brand-name commercial-service acquisition for delivery of the FP2 Trust Pathway™ leadership and team-development program in support of 86th Airlift Wing leadership off-site events at Ramstein Air Base, Germany.
3. Citation to the Appropriate Regulation:
(Contracting Officer Instruction: Select the applicable authority for this acquisition)
RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.
RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs,.
RFO 12.102(a) (Commercial Products and Services): Only one source is available,.
RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.
4. Findings:
The 86th Airlift Wing requires a unified, sequenced leadership-development engagement for senior wing and group leaders, squadron leadership teams, First Sergeants, and Agency Chiefs. The January 2027 engagement is designed as a single developmental continuum across multiple leadership audiences and events, rather than as separate, standalone training sessions. The requirement includes assessment-based team development, facilitated relationship and communication building, leadership alignment, trust building, leading-change instruction, practical application activities, participant materials, and post-event leadership coaching.
The 86 AW's minimum need is not satisfied by a generic leadership course, a standalone behavioral assessment, or an independent change-management workshop. The Wing requires a common developmental framework that begins with individual behavioral awareness; applies that awareness to communication, team connection, and trust; transitions participants into practical leadership and change application; and carries the same framework across all scheduled audiences. This approach supports a shared leadership language and common developmental process among wing, group, squadron, First Sergeant, and Agency Chief leadership teams.
FP2's Trust Pathway™ provides the required integrated methodology through its five-stage sequence:
Assess, Adapt, Connect, Trust, and Transform. Each stage establishes the foundation for the following stage and supports the intended progression from individual awareness to cross-organizational connection, trust, practical application, and leading through change. The methodology is designed to be delivered as an integrated process rather than as separate leadership topics or unrelated workshops.
The requirement also includes FP2's proprietary Grouping Method™, which assigns and reforms participant working groups using assessed communication preferences, decision-making preferences, and operational background. This method is integral to the 86 AW's requirement because it deliberately creates
CONTROLLED UNCLASSIFIED INFORMATION
interaction and understanding across organizational lines, leadership roles, and behavioral preferences.
The requirement further includes FP2's proprietary exercise series, participant workbooks, and facilitator guide, which provide the common tools and structured application activities used throughout the Trust Pathway™.
The engagement includes 175 scheduled participant engagements, consisting of 95 Insights Discovery profile and facilitated debrief engagements and 80 Leading Change workshop engagements. The requirement therefore needs a provider capable of delivering a consistent, in-person, multi-event developmental process at Ramstein Air Base, including pre-event assessment administration, participant profiles and materials, facilitation across all scheduled events, and post-event leadership coaching.
Commercial sources may provide elements of the requirement, such as leadership instruction, behavioral assessments, team-development workshops, or change-management training. However, those individual offerings do not provide the FP2 Trust Pathway™ as an integrated program. The proprietary Trust Pathway™, Grouping Method™, exercise series, participant workbooks, and facilitator guide are developed and owned by FP2 and are not licensed to other providers. Use of another commercial leadership model would require the Government to replace the integrated methodology, group-formation process, exercises, and common participant materials that the 86 AW has determined are necessary to accomplish the planned cross-organizational leadership-development objective.
FP2 represents that it is the only source capable of providing the complete FP2 Trust Pathway™ integrated program, including the proprietary methodology, Grouping Method™, Exercise Series™, participant workbooks, and facilitator guide. The basis for this action is the 86 AW requirement for that integrated proprietary program --not merely the availability of leadership training, a behavioral assessment, or a lower-priced commercial alternative.
5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.
6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
