About this file

This is an Amendment (0001) to a Request for Quotes (RFQ) issued by the Department of the Air Force, 86th Airlift Wing (USAFE) for Solicitation Number FA561326Q0040 concerning Lenel Access Control System Installation for SCIF Environment. The response deadline is 22 June 2026 at 9:00 Central Daylight Time.

The amendment provides clarifications to 27 Request for Information (RFI) questions previously submitted by potential contractors. Key requirements confirmed include: the system will use Common Access Card (CAC) readers for access control; Intrusion Detection System (IDS) monitoring and reporting are required in addition to access control functionality; soft access control only is required without door position switches; 125 kHz proximity cards and card printers are not required; a printer for Lenel OnGuard reports is not required as digital reports are sufficient; Security Technical Implementation Guide (STIG) guidelines must be applied to the Lenel workstation; the UPS must be compatible with 220 VAC European power (with TAA compliance as a secondary consideration); a TAA-compliant 35-inch monitor or closest commercially available TAA-compliant size is acceptable; the Dell workstation must be TAA-compliant; removal and replacement of the existing X-09/X-10 lock is permitted; and the existing door and frame assembly meets ICD 705 and SCIF acoustic performance requirements. The Government confirmed no formal acceptance testing, monthly status reports, design plans, PITCO or SOVT plans, or additional deliverables beyond the installed system are required. CMMC certification is not applicable as the effort will not process, store, or transmit Federal Contract Information or Controlled Unclassified Information. An available breaker panel space exists at the work location, and a test reader at the server/workstation location is not required. The Government anticipates similar Lenel Access Control System installations at additional facilities under future solicitations.

RESPONSE DATE: 22 June 2026 at 9:00 Central Daylight Time

DESCRIPTION:

I. The purpose of this amendment is to provide additional information based on RFI questions received. Responses to RFI Questions are found in red.

Question 1: Can the Government confirm that it is their intention to use a Common Access Card (CAC) to present to the card reader for access?

Answer: Yes

Question 2: Can the Government confirm whether this requirement is limited to Access Control System (ACS) functionality only, or if Intrusion Detection System (IDS) monitoring and reporting are also required?

Answer: IDS monitoring and reporting is also required

Question 3: Can the Government confirm that 125 kHz proximity cards are not required as part of this effort?

Answer: Not required

Question 4: Can the Government confirm that a card printer is not required as part of this effort?

Answer: Not required

Question 5: The material list does not identify a door position switch (DPS). Can the Government confirm whether the system is intended to provide soft access control only, without door forced open and door held open alarm monitoring?

Answer: Soft access control only

Question 6: Can the Government confirm whether a printer is required for generation of Lenel OnGuard reports and administrative functions?

Answer: Not required as digital reports are sufficient

Question 7: Can the Government confirm that Security Technical Implementation Guide (STIG) guidelines are to be applied to the Lenel workstation?

Answer: Yes

Question 8: The SOW requires a UPS compatible with 220 VAC European power. TAA-compliant UPS offerings supporting European power are available but are often limited to larger systems. Can the Government clarify whether TAA compliance is required for the UPS, or if compatibility with 220 VAC power is the primary requirement?

Answer: Compatibility with 220 VAC power is primary requirement

Question 9: The SOW specifies a monitor with a minimum size of 35 inches. If a TAA-compliant 35-inch monitor is not commercially available, will the Government accept the closest commercially available TAA-compliant monitor size?

Answer: Yes, closest commercially available is accepted

Question 10: The SOW specifies One (1) desktop computer pre-loaded with Lenel OnGuard software. MUST BE MADE/MANUFACTURED IN UNITED STATES OF AMERICA. Many computer parts are not manufactured in the United States of America.

Can the government confirm if the Dell workstation needs to be TAA-compliant?

Answer: Dell workstation needs to be TAA-compliant.

Question 11: The SOW requires reuse of the existing X-09/X-10 lock. A new X-10 high security combination lock is typically included as part of the Lockmasters LKM10K assembly. Would the Government consider allowing removal of the existing X-09/X-10 lock and installation of the new lock provided with the assembly, including covering any unused preparation holes as required?

Answer: Yes, we can allow this

Question 12: Can the Government confirm that the existing door and frame assembly meet the applicable ICD 705 and SCIF acoustic performance requirements, including any required Sound Transmission Class (STC) rating?

Answer: Yes, they were built to those standards

Question 13: Can the Government provide a sanitized floor plan of the work area showing the approximate locations of the secured door, ACS enclosure, and workstation?

Answer: We can give a sanitized floor plan, but there is no dedicated location of ACS enclosure/workstation

Question 14: The solicitation does not identify a formal acceptance testing procedure.

Can the Government confirm whether a Government acceptance test will be required prior to project acceptance?

Answer: Not required

Question 15: Can the Government identify any required deliverables in addition to the installed system, such as as-built drawings, test reports, or training documentation? If there are some, please update the SOW.

Answer: No other deliverables have been determined

Question 16: Can the Government clarify whether this requirement is intended as a standalone installation supporting a single facility, or if the Government anticipates similar Lenel Access Control System installations at additional facilities under future solicitations?

Answer: Anticipates similar Lenal ACS at additional facilities

Question 17: Will the government require the contractor to provide Monthly Status Reports? If so, please update the SOW.

Answer: No

Question 18: Will the government require the contractor to provide a 30% Installation Design Plan? If so, please update the SOW.

Question 19: Will the government require the contractor to provide a 90% Installation Design Plan? If so, please update the SOW.

Question 20: Will the government require the contractor to provide a Draft and Final PITCO Plan? If so, please update the SOW.

Question 21: Will the government require the contractor to provide a Draft and Final SOVT Plan? If so, please update the SOW.

Question 22: What cyber requirements/artifacts are required for this effort? Ex) STIG checklists, documents, hardware/software lists, etc.

Answer: None have been identified beyond those in the SOW

Question 23: In accordance with DFARS 252.204-7021 and the Department of confirm whether this effort involves the processing, storage, or transmission of Federal Contract Information (FCI) or Controlled Unclassified Information (CUI), and therefore requires a CMMC certification?

Answer: It should not be processing, storing, or transmitting any FIC or CUI

Question 24: If CMMC is applicable, please clarify the required CMMC level for this effort and whether a Level 2 self-assessment or Level 2 certification validated by a Certified Third-Party Assessment Organization (C3PAO) will be required at the time of award or during contract performance.

Answer: N/A

Question 25: Can the government confirm that there is a breaker panel with an available space in the location where the panel and workstation reside?

Answer: Yes

Question 26: If the breaker panel is in a different location, how far from the work area is that breaker panel located?

Answer: It is at the end of the CONEX

Question 27: Can the government confirm that a test reader is not required at the server/workstation location?
