About this file
This is a Questions and Answers document addressing clarifications on a federal contract opportunity for health and performance services at Ramstein Air Base, Germany.
The solicitation is an open competition available to all qualified vendors, regardless of company registration location, with no facility clearance requirement. The contractor must provide seven personnel across four labor categories: three Certified Strength and Conditioning Specialists (CSCS), two Physical Therapists (PT), one Licensed Clinical Social Worker-Resilience and Performance Coach (LCSW-RPC), and one Operational Psychologist. Acceptable certifications for CSCS include NSCA, NASM, CSCCa, IUSCA, NCSF, and ISSA. PT candidates require state licensure and board certification, while the LCSW-RPC requires state or equivalent licensure. Minimum experience across all positions is 2-5 years. The sole place of performance is Ramstein Air Base (the solicitation's reference to Vilseck Barracks has been clarified as Ramstein Air Base only). No government-furnished equipment is provided, as contractor personnel must be located on a government site with government accountability over contractor property. Travel is required for all positions, estimated at four times per quarter to locations within Germany, throughout the European theater, or to Continental United States locations when government-approved. Contractors must use their own transportation, with all travel costs covered under a dedicated travel CLIN. Absence allocation is tracked on an hourly basis (20 days equals 160 hours annually with partial-day deductions permitted), with vendors notified when reaching 90 percent of accumulated usage.

Place of performance should be Ramstein Air base only.
Q9 Absence Allocation: The current PWS states that contractors are allotted 20 days per year for absences. Could you clarify if this allotment is tracked as a cumulative 160 hours?
Specifically, we want to know if this allows for partial-day absences to be deducted from an hourly bank rather than a full day.
Absences will be tracked on a per workday basis. Meaning if a contractor is absence for 3 hours during a given duty day. The vendor currently has 157 hours available he/she can use for absences. The culminative absences will be tracked and the vendor will be notified when he/she is within 10 percent of the remaining balance to ensure over usage does not happen.
