About this file

This is a Request for Quotes (RFQ) issued by the 86th Airlift Wing of the U.S. Air Force for a Hand Held X-Ray Device. The solicitation seeks one Nighthawk BTX (Backscatter X-Ray Scanner) with specific technical requirements, including a 5W 140 keV X-ray source, 6-inch color touchscreen, and 4+ hour battery life. The procurement also includes a half-day training course for 6-8 personnel at Ramstein Air Base, Germany, and direct shipping to the base. The RFQ is set for an unrestricted competitive bid, with quotes due by 23 September 2025 at 2:00 PM CEST, and requires vendors to be registered in the System for Award Management (SAM) database.

The solicitation follows simplified acquisition procedures with a firm-fixed price contract structure. Vendors must provide pricing for three Contract Line Item Numbers (CLINs): the X-ray device, training, and shipping. The government will evaluate quotes based on price and acceptability, with award going to the lowest-priced, technically acceptable offer. Only new equipment will be accepted, and vendors must include a manufacturer's warranty. Quotes must be submitted via email to specific Air Force contracting personnel, with all quotes requiring registered UEI, CAGE code, Tax ID, and small business status.
