About this file
This document contains questions and answers related to a forthcoming Multiple Award Construction Contract solicitation from the United States Air Force in Europe - Air Forces Africa. The solicitation will be for construction services across several Air Force bases in Europe and Africa. The Air Force is considering using either a MACC or a Basic Ordering Agreement and is seeking industry feedback on both approaches. It will provide an industry day if a BOA is pursued to allow contractors to assess risks and procedures. The majority of task orders will either not require design or will include a design package, but a small number may require 35% or 100% design completion. The proposal evaluation process and total contract details will be included in the final solicitation sections.

QUESTION AND ANSWER DOCUMENT
In Response To Attachment 1: INDUSTRY QUESTIONNAIRE
9. Government is also contemplating the use of a basic order agreement (BOA) in place of a MACC in accordance with FAR 16.702. Would your company consider participating in a BOA or MACC? Please state your preference or any concerns you might have.
Question: In case USAFE considers soliciting a BOA, we would kindly ask the Air Force for a brief industry day with a Q&A session. This would enable us to assess risks and procedures to the BOA.
- Answer: If the BOA option is considered, a Q&A session will be conducted.
Question: Please explain in detail the difference between the two methods. We don`t know the BOA method and the difference to the MACC
- Answer: A MACC, or Multiple Award Construction Contract, is a type of indefinite delivery, indefinite quantity (IDIQ) contract specifically designed for construction services. It allows the government to award multiple contracts for a variety of construction projects. Contractors compete for individual task orders issued under the
MACC.
- On the other hand, a BOA (Basic Ordering Agreement) is a more general agreement that sets forth terms and conditions for future contracts between a government agency and a contractor. While a BOA can cover a range of goods and services, including construction, it is not limited to construction projects like a MACC. A BOA provides a mechanism for the government to place orders for supplies or services during a specific period.
- In summary, the key difference is that a MACC is specifically tailored for multiple construction projects, while a BOA is a broader agreement that can cover various types of goods and services.
13. Please review the draft General Requirements & Provisions (Attachment 2), specifically Paragraph 2.4 in regards to Work Elements and provide comments/suggestions on how the Government can re-write it for maximum clarity.
Question: Could you provide an average “proposal response time” for Work Elements 1,2,3?
- Answer: The average “proposal response time” is 10 days for about 95% of our requirements. For requirements with a high complexity, we increase the response time on CE suggestions.

Question: Can the Government provide further clarifications regarding the task orders that require design. Specifically, what design process thresholds does the Government anticipate requiring (i.e. concept, 35%, 65%, 95% and 100%)?
- Answer: For the majority of our task orders, either a design will not be needed or a design package will be provided. For a very small number of our construction requirements, a 35% or 100% design will be needed through the MACC process.
16. Do you have any other comments or suggestions that you would like share with us?
Question: Request the Government explain the proposal evaluation process that will be used should a SEED Project without pricing be part of the proposal requirement. Will the number of contractors be limited? As identified in the USAF MACC Industry Day presentation dated 27 April 2023, is the Government still anticipating to release the upcoming AF MACC as a 10-year IDIQ contract with a total contract value range from $500M-$1B?
- Answer: The proposal evaluation process, whether the contractors will be limited, and the total contract length and value will be detailed in Section L and M of the solicitation.
