About this file

This document contains an industry questionnaire for a multiple award construction contract opportunity with the Department of the Air Force United States Air Forces in Europe - Air Forces Africa. The questionnaire seeks information from potential prime contractors and subcontractors regarding their construction experience including largest past contracts, design-build experience, managing multiple concurrent projects, experience with various construction trades, site visit and proposal timelines, preferences for a basic ordering agreement or multiple award construction contract, and minimum and maximum task order values. Respondents are asked to provide feedback on clarifying work elements language and the proposed evaluation approach of utilizing only technical and past performance factors without a price evaluation. The solicitation will result in multiple awards for construction projects ranging from $15,000 to $7,000,000 to be performed in the Kaiserslautern Military Community areas and Spangdahlem Air Base areas of Germany.

INDUSTRY QUESTIONNAIRE

FOR THE REACQUISITION OF

MULTIPLE AWARD CONSTRUCTION CONTRACT (MACC)

FA5613-24-R-MACC

700 Contracting Squadron intends to issue a solicitation for the MACC throughout Kaiserslautern Military Community (KMC) and Spangdahlem Air Base areas for performance of the requirement in accordance with the draft General Requirements & Provisions (Attachment 2). Our goals are: a) to maximize performance while reducing cost of business with a manageable degree of risk; and b) to award qualified contractors under the basic MACC to fulfill the Government’s construction needs through individual task orders. Therefore, your thoughtful/candid responses, comments, recommendations, and suggestions are valuable for the development of our acquisition strategy and will be very much appreciated. Please return the completed survey to joshua.maxwell.3@us.af.mil and rebecca.berry.1@us.af.mil no later than 4:30 PM, 13 Nov 2023.

Industry Questionnaire

1) Please tell us about the largest Government or commercial construction contract award your company received within the last three (3) years. Please include the contract or Task Order (TO) number, project description and contract value.

Response:

2) Does your company have “design-build” experience? If so, please identify whether your firm used in-house design capacity or used an A-E firm to provide design services. Indicate whether your firm has an established working relationship with a specific design firm (if applicable).

3) Does your company have experience managing multiple projects concurrently? If yes, please indicate how many projects are managed at one time.

4) Does your company have experience managing/performing multi-trade (e.g., electrical, A-E design, painting, roofing, flooring, HVAC, paving/concrete, sewer/waterline, civil, mechanical, structural, etc.) projects and proper certifications to conduct this work in Germany? If yes, please state the trades your company can manage/perform and provide an example highlighting the multi-trade project accomplishment.

5) Does your company have required site superintended (construction manager) for civil, structural, mechanical, and electrical work?

6) Does your company have the manpower to accomplish several initial site visits simultaneously?

7) Which trades have your company subcontracted, and with which subcontractors do you typically work with?

8) Some TOs require time constraints for the proposal submission. Currently, the requirement categories are: “Routine Requirement” (proposal within 15 working days after the site visit); “Urgent Requirement” (proposal within 3 working days after the site visit); and “Emergency Requirement” (proposal within 8 hours after the site visit). Would your company be able to comply with these proposal response time? If no, please make suggestions as to what you consider a reasonable time frame for submitting a proposal.

9) Government is also contemplating the use of a basic order agreement (BOA) in place of a MACC in accordance with FAR 16.702. Would your company consider participating in a BOA or MACC? Please state your preference or any concerns you might have.

10) Do you anticipate establishing a Joint Venture for the purpose of participating in the upcoming MACC/BOA solicitation?

☐ Yes ☐ No

11) There are two general places of performance for TO projects under this MACC: Kaiserslautern Military Community (KMC) areas and Spangdahlem Air Base areas. Will this be an issue for your company?

12) TOs written against the MACC/BOA contract are anticipated to range between $15,000 and $7,000,000. What is the minimum and maximum value TO project for which your company would consider submitting a proposal?

13) Please review the draft General Requirements & Provisions (Attachment 2), specifically Paragraph 2.4 in regards to Work Elements and provide comments/suggestions on how the Government can re-write it for maximum clarity.

14) The Government is contemplating multiple-awards under the basic MACC using only two (2) evaluation factors (Technical and Past Performance), excluding price evaluation factor. The rationale for this approach is that since price would be competed for each TO, evaluating price at the source selection level would be a non-valued-added activity. What is your opinion on this proposed source selection approach?

15) What are the most challenging aspects in doing business with the Government?

16) Do you have any other comments or suggestions that you would like share with us?
