QUESTIONS AND ANSWERS

FOR FACILITY MAINTENANCE AND SNOW/ICE REMOVAL

SOLICITATION FA5613-20-Q-0028

QUESTION 1: Requirement at APPENDIX A is to clean the gutters (downspouts) 4 times a year. Are drainage gutters or rain gutters mentioned? Are the inlets or the outlets of the downspouts mentioned?

In other words: Do we need a cherry picker for the work or can we do the work from the ground ?

Please provide a more detailed description of the work.

RESPONSE 1: The gutter cleaning work in Building 3333 can be completed from the ground.

QUESTION 2: Paragraph 4.2 of the PWS requires a base flight line driver license when driving on the base flight line. Are any base flight lines part of the maintenance? If so, please mark (hatch) them on the maps.

RESPONSE 2: There are no flight line areas required to be maintained, therefore a flight line driver’s license will not be required. All personnel driving Contractor vehicles must possess a valid driver’s license for the vehicle being driven.

QUESTION 3: Paragraph 4.7 requires duty work times for snow & ice control from Monday to Sunday, 0500-1800. This time frame exceeds our normal installation pass limits by far. To provide proper maintenance over the year, we schedule with 2 workers and 2 backup workers having these privileges.

Also the contract manager and his alternate should have the same privileges. We assume, the requesting unit will support the procedure of getting installation passes, but please inform the offeror about this procedure in the PWS and provide organization and POC (office) not later than on the day of the award.

RESPONSE 3: 721 APS will support the contractor in acquiring the appropriate base passes required to access the installation and complete the work.

QUESTION 4: Are any consumables expected to be provided by the contractor?

RESPONSE 4: Yes, trash bags and any consumable items required to complete the contract.

QUESTION 5: Is fuel to be provided by the contractor? As the Government will provide vehicles.

RESPONSE 5: Fuel for Government owned vehicles will be provided by the Squadron.

QUESTION 6: Are the contractor's provided trash bags mentioned in PWS 4.4. intended to be used for the 15 on-site trash bins? In that case, should the contractor provide them at each cleaning for 15 bins 2x/daily?

Alternatively, we consider that perhaps the trash bags are intended for contractor's use only (e.g., gathering edged grass leftovers and debris from gutters).

RESPONSE 6: The contractor is responsible for providing all trash bags for any use, to include the on-site trash bins.

QUESTION 7: What should be done with the collected snow? Once pathways are cleared, the snow will pile up beside them. Will snow disposal (movement away from the sides of the cleared areas) be necessary?

RESPONSE 7: Snow distribution areas can be discussed between the contractor and the Squadron. We have a large enough parking area to accommodate a snow disposal area if necessary.

QUESTION 7.1 If yes, who will be responsible for it?

RESPONSE 7.1: The contractor will be responsible for removing snow from the immediate area to prevent risk and allow safe movement

QUESTION 7.2. If yes, what procedure should be used?

RESPONSE 7.2: See attached map for options of snow distribution points for the main building. Further distribution points for other facilities can be coordinated if necessary.

QUESTION 8: How many on-site personnel are currently working for this requirement?

RESPONSE 8: The current contract is not to the same scale as our revised requirement. Currently the majority of the workload is spread out between the sections of the unit to complete.

QUESTION 9: What is the contract number (and value, if possible) for the previous/current contractor for these services?
