1.0. DESCRIPTION OF SERVICES

1.1. OVERVIEW OF SERVICES. Non-personal services in support of the 721 Aerial Port Squadron (APS). The contractor shall provide all management, supervision, necessary equipment and supplies, except for those identified in paragraph 6, and trained personnel to perform services to various utilities, buildings and exterior as described in this PWS. Services shall be provided in accordance with (IAW) applicable federal, or host nation rules and regulations, applicable environmental rules and regulations, energy programs, applicable building and safety codes, and Federal Republic Germany (FRG) final governing standards (FGS) unless otherwise specified herein. Damage to Government property by the Contractor shall be reported to the Government and promptly repaired or replaced by the Contractor at their expense. The Contractor shall provide the services located in APPENDIX A. These services are considered to be non-mission essential.

2.0. SPECIFIC REQUIREMENTS

2.1. SERVICES.

2.1.1. Contractor shall submit a report of the work performed to the 721st APS Point of Contact (POC), Flight Commander at DSN 314 479 4313 or COMM 06371 46 4313. The report shall be an Excel document and received no later than on the 5th work day of each month.

2.1.2. Contractor shall perform snow and ice removal service within 5 meters around buildings 3333, 3334 and designated areas (as shown in APPENDIX B), between 0500-1800 Mondays – Sundays during the period starting on the 1 November until 31 March. Contractor shall be on time and sidewalks shall be cleaned within 30 minutes of 0500 or the first sign of icing/snow, whichever is later. Snow removal service shall be done regardless of public holidays. In order to perform snow removal service the 721st APS will provide the salt upon request.

2.1.3. Contractor shall empty estimated 15 trash cans around buildings 3333 and 3334. The trash can be disposed of in the dumpsters on the base.

2.1.4. Contractor shall clean/sweep the sidewalks around buildings 3333 and 3334, as shown in the graphics in APPENDIX B.

2.1.5. Contractor shall remove leaves, grass and weeds from cracks in sidewalks, steps, parking spaces, street gutters and door steps. This includes leaves and grass in cracks on the bottom side of the curb where it meets the street and along the small retaining wall near the building 3333 parking lot. Edge all sidewalks, driveways, street edges, curbs, and other hard surfaced areas located within the improved grounds so that grass height matches surrounding area grasses.

Edging shall include removal of vegetation from expansion joints and cracks in sidewalks, driveways, curbs and other hard surfaces. Grass, vegetation, and weeds shall be cut back no more than 1/2" inch from the surface edged and to a depth at a minimum of 2 inches, maintaining an even contour with the edged surface, uniform in appearance and free of scalping, rutting, and uneven or rough cutting. The contractor shall remove any visible debris after edging, before leaving work area. Application of herbicides to control grass, weeds and vegetation around obstacles to include fence lines, shall only be allowed with building custodian approval. Service shall be performed around buildings 3333 and 3334, including the flight line side of building 3333 in the colored stone surrounding the building walkways, as described in APPENDIX B.

2.1.6. Contractor shall clean and dispose debris from the gutters (downspouts) on building 3333 at least 4 times per year.

2.2. ROSTER OF CONTRACTOR EMPLOYEES

The contractor shall furnish the 721st APS (POC) a roster with the names of all contractor employees scheduled to perform under this contract 5 working days after contract has been awarded. The roster shall include the date or prospective date of each employee’s entry into employment and the employee’s duty title. The roster shall be updated upon any employee change and a copy of the revised roster furnished to the POC within 3 calendar days of the change.

3.0. PERFORMANCE STANDARDS (PS)

The Contractor service requirements are summarized into performance objectives. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. Building custodians will determine acceptance using the performance standards.

4.0. GENERAL INFORMATION

4.1. QUALITY CONTROL. The contractor shall have and maintain a written quality control plan to ensure services are performed IAW this PWS.

4.2. DRIVER’S LICENSE REQUIREMENTS. All personnel driving Contractor vehicles must possess a valid driver’s license for the vehicle being driven. Personnel required to operate vehicles on the base flight line shall acquire a base flight line driver’s license. 721st APS will be responsible for coordinating all drivers’ license requirements.

4.3. ENGLISH LANGUAGE REQUIREMENTS. Contractor personnel shall be able to read, write and speak English at a level necessary to fully perform all required duties and tasks of their position. The 721st APS POC may request demonstrations of ability to meet personnel language proficiency requirements by any reasonable method.

4.4. CONTRACTOR FURNISHED MATERIALS AND PROPERTY. The contractor shall provide necessary supplies (e.g., trash bags, brooms) for employees performing service under the contract.

4.5. STANDARDS OF APPEARANCE. Personal appearance shall be maintained at all times.

Contractor shall ensure its personnel identify themselves as contractors and shall uphold standards of appearance. Identification badges with work titles (example: ABC Ltd., Mr. John Doe) which shall be worn and provided by the contractor. Badges shall be prominently displayed while performing duties under this contract.

4.6. MANAGEMENT. The Contractor shall provide a contract manager (primary and alternate) who shall be responsible for the performance of the work and shall have full authority to act for the Contractor on all contract matters relating to daily operations of this contract. The contract manager shall be available during normal duty hours (0700-1600). The contract manager must be able to meet with the CO or 721st APS POC to resolve any contract issues. The contract manager (primary and alternate) shall be able to read, write and speak, basic and technical English at proficiency Level 2. (Limited Basic Oral and Written Proficiency: Understand simple oral and written instructions and be able to provide oral and written information.). The name of the contract manager and alternate shall be submitted to the Contracting Officer (CO) prior to contract performance.

4.7. PLACE OF PERFORMANCE/HOURS OF WORK. The services are to be performed at the 721st APS Facilities (buildings 3333 and 3334), Ramstein Air Base, Germany. Collection and disposal of trash service, as well as sweeping of sidewalks service, shall be performed during normal work hours between 0700 and 1600 hours, Monday through Friday. Snow removal service (approximately 4200m²) shall be performed Mondays – Sundays from 0500 – 1800 if necessary and regardless of public holidays. Service season is between 1. November - 31 March.

Base Closures: Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.

6.0. GOVERNMENT EQUIPMENT AND SERVICES

6.1. GOVERNMENT PROVIDED EQUIPMENT AND CONSUMABLES. At the first day of the contract performance, the 721st APS will provide the following, including upkeep, maintenance, gas and familiarization training for the vehicles:

- TRACTOR for sweeping and snow removal (Kubota BX2350)

- GOLF CART

- Salt will be provided to the Contractor upon request (25kg / bag)

Contactor employees may use designated official break rooms as well as sanitary facilities within Building 3334.

6.2. GOVERNMENT PROVIDED SERVICES. Telephones are available in the Ramstein Air Mobility Command facilities for official use only or emergency purposes. For example, if the contractor cellular phone becomes inoperable, the Ramstein Air Mobility telephones may be used. The Government will provide emergency services - Security Police – Emergency Telephone No. 112 and Fire Protection – Emergency Telephone No. 112.

7.0. OTHER REQUIREMENTS

7.1. CONFORMANCE WITH ENVIRONMENTAL MANAGEMENT SYSTEMS. The

Contractor shall perform work under this contract consistent with the relevant environmental policy and objectives identified in the installation environmental management system (EMS) applicable for your contract. The Contractor shall perform work in a manner that conserves water, energy and other resources to the maximum extent feasible and ensure minimum production of waste as possible, giving preference to recycling and reutilization opportunities.

Furthermore, the Contractor shall give preference to less toxic materials whenever available and still reliable for their work. In the event an environmental nonconformance or noncompliance of host nation and USAF environmental laws and regulations associated with the contracted services is identified, the contractor shall take corrective and/or preventative actions. In the case of a noncompliance, the Contractor shall respond and take corrective action immediately. In the case of a nonconformance, the Contractor shall respond and take corrective action based on the time schedule established by the EMS Coordinator. In addition, the Contractor shall ensure that their employees are aware of the environmental management system on base and how these requirements affect their work performed under this contract. All on-site contractor personnel shall receive the installation EMS awareness level information.

7.2. CONFORMANCE WITH ENVIRONMENTAL REQUIREMENTS. The contractor shall perform all work in accordance with applicable German and US Air Force environmental laws, regulations and operating standards, including but not limited to the Final Governing Standards (FGS) for Germany. The contractor shall be immediately capable of understanding and addressing environmental laws and regulations as they pertain to work performed under this contract.
