Instructions to Offerors Attachment 3, ADDENDUM TO FAR 52.212-1

The offeror shall submit documentation as follows:

Instructions to Offerors, cont’d

1. Technical Capability:
Past Experience (Attachment 4):

The offeror shall submit evidence by using the Past Experience Reference Sheet (Atch4) of one (1) year minimum at an ICAO Aerodrome Reference Code class 4D airport or larger, where the offeror (or the past experience of a joint venture partner or subcontractor that will perform major or critical aspects of the requirement, or past relevant experience of key personnel) is/was responsible for –

(ii) driving in a Controlled Movement Area (CMA), and

(iii) working and coordinating with Airfield Management, and

(iv) utilizing Bird and Wildlife Strike Hazard (BASH) tools: BASH cannons, pyrotechnics, bioacoustics and effigies.

1. Technical Capability:
Performance Management Plan

The plan shall address at a minimum how the falconry services will be performed:

(i) The offeror shall address how he will utilize multiple, local hunting birds (at least 4 total per visit) to provide approximately 300 visits per year to Ramstein Air Base.

(ii) The offeror shall address how his Team will be composed:

The offeror shall address how many Team members will have a Flightline driver’s license and how coordination and radio contact with Airfield Management will be maintained at all times.

The offeror shall also address how services will be provided in case of sickness of the main falconer or one of the licensed drivers.

2. Price:

Completed Attachment 1, Pricing Schedule:

Offerors shall insert a unit price and an extended price in Attachment 1, Pricing Schedule, for each Contract Line Item Number (CLIN). The offeror shall calculate the grand total by adding the total price of the base year and all option years.

NOTE: Only EURO currency offers will be accepted.

3. Past Performance:

- Up to a total of three recent (within the past three years from the issuance date of the solicitation) for a minimum of one year per referenced contract) and relevant (similar in scope and magnitude) contracts.
- Past Performance Questionnaire, Attachment 6:
- Offerors fill out sections A.
- Offerors ensure that the Past Performance Questionnaires aresubmitted directly to POCs not later than proposal due date (24 July2017)
- A listing of these references to be submitted with the proposal.

Factor 1 – Price (Attachment 1, Pricing Schedule)
Evaluated on the GRAND TOTAL price resulting from the total amounts of all CLINs 0001 through 4001, for the base period and all option periods.

Only EURO currency offers will be accepted and offers shall be rounded to the nearest whole EURO.

Factor 2 – Technical:

RATING: “Acceptable” or “Unacceptable” Subfactor 1 - Past Experience The subfactor will be determined to be “Acceptable” if the Offeror:

Provides at least one (1) recent (within the past five years) from the issuance date of the solicitation, and relevant (similar in scope and magnitude) contracts demonstrating at least 36 months (3 years) of contract performance. The referenced contracts must demonstrate that the offeror is/was responsible for –

(i) hunting birds and other wildlife to assist in safety of air traffic at an ICAO Aerodrome Reference Code class 4D airport or larger.

RATING: “Acceptable” or “Unacceptable” Subfactor 1 - Past Experience – continued:

The offeror also provides evidence of one (1) year minimum, within the last three (3) years from the date of release of this solicitation, at an ICAO Aerodrome (Reference Code class 4D airport or larger), where the offeror (or the past experience of a joint venture partner or subcontractor that will perform major or critical aspects of the requirement, or past relevant experience of key personnel) is/was responsible for –

(ii) driving in a Controlled Movement Area (CMA), and

(iii) working and coordinating with Airfield Management and

(iv) utilizing Bird and Wildlife Strike Hazard (BASH) tools: BASH cannons, pyrotechnics, bioacoustics and effigies.

Subfactor 2 - Performance Management Plan:

The subfactor will be determined to be “Acceptable” if the Offeror’s submitted Performance Management Plan provides a reasonable approach for performing the following services simultaneously:

(i) Utilization of multiple, local hunting birds (at least 4 total per visit) to provide approximately 300 visits per year to Ramstein Air Base.
(ii) The offeror proposes an adequate Team that will be able to provide the required services. The offeror provides a credible plan addressing how many Team members will have a Flightline driver’s license and how coordination and radio contact with Airfield Management will be maintained at all times. The offeror adequately addresses how services will be provided in case of sickness of the main falconer or one of the licensed drivers.
How contractor will use 30 days to obtain restricted access badges and flightline drivers licenses upon contract award.

Factor 3 – Past Performance

- Evaluated based on subjective assessment of how well the offeror performed on recent and relevant work RATING: “Acceptable” or “Unacceptable”

- Based on provided references, Past Performance Questionnaire and other information obtained by the Government

Past Performance:
In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance.

Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “Unknown” shall be considered “Acceptable.”

To be eligible for award, the Offeror must submit a copy of valid hunting and falconer license(s) with its proposal

Representations & Certifications Attachment 3, FAR 52-212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS -- COMMERCIAL ITEMS The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site located at http://www.sam.gov/portal.

If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (u) of this provision.

Award Process The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforms to the solicitation’s requirements and represents the best value to the government.

(1) PRICE - Evaluation of all proposals, ranking from lowest to highest total evaluated price
(2) TECHNICAL - Only offerors determined to be technically acceptable with an acceptable Past Experience/Past Performance rating will be considered for award.
(3) PAST PERFORMANCE - Only offerors with “Acceptable” Past Performance will be considered for award.
Options: Evaluated for award purposes by adding the total price for all options to the total price for the basic requirement.

Award Process

Award without Discussions:
The Government intends to make award without discussions. Therefore, each initial offer should contain the offeror’s best terms from a price and technical standpoint. If, during the evaluation period, it is determined to be in the best interest of the Government to hold discussions, offeror responses to Evaluation Notices (ENs) and the Final Proposal Revision (FPR) will be considered in making the award decision.
