EDIS Solicitation Industry Questions and Responses

RESPONSE
1. In response to question #13 "Under the applicable TUPE Regulations, it is required that a replacement employer continue an employee's existing terms and conditions of employment." The government responded, "The Government has requested related information from the incumbent to allow other potential offerors to review for informational purposes. However, to date, no information has been received to enable release by the Government."Without the current salary and British tax information, any contractor (other than the incumbent) is assuming a great risk in estimating current salaries and taxes, while providing the government a fair and reasonable price. Do you anticipate receiving this information from the incumbent contractor?
1. As stated in the initial response, the Government has requested TUPE related information from the incumbent; however, that information has not been received.

As this solicitation will result in award of a Firm Fixed Price contract, it is left to offerors to submit proposals that will allow them to perform all of the requirements of the solicitation as stated in the PWS and comply with all terms and conditions in the RFP.

There will be no change in the date/time established for proposal submission.

2. Are offerors required to submit proposals both in hard copy and via e-mail?
2. The update made via Amendment 0004 was intended to provide offerors flexibility in submission of its proposal. Offerors may elect to submit proposals in either hard copy or via e-mail. In either instance offerors are required to ensure timely submission of its proposal in accordance with the terms and conditions established in the RFP.
