About this file
This is a Questions and Answers document for federal solicitation FA561326Q0057 concerning trailer-mounted load banks. The document does not address specific response dates, award dates, or pricing terms, as it serves solely to clarify technical requirements through seven question-and-answer pairs.
The solicitation requires AC application load banks designed for 4160V line-to-line voltage (2400V line-to-neutral) operation with 3-phase, 4-wire WYE connected alternator capability supporting both 50Hz and 60Hz frequencies. Key technical specifications include a minimum load step of 50kW, acceptability of high step switching ranges provided 50kW switches are available, and a power derate to 333kW when testing at 2400V 3-phase on a standard 4160V 1000kW load bank. The equipment must include safety interlock kits to prevent catastrophic damage during transitions between normal facility/building loads and artificial loads provided by the load bank, ensuring safe isolation during routine maintenance and diagnostic testing. The document provides clarification on technical specifications but does not include contract vehicle information, set-asides, or other procurement terms.

Solicitation: FA561326Q0057 Trailer Mounted Load Banks Questions and Answers
1. • Is this an AC or DC application?
This request is for an AC application.
2. • Is a high step switching range acceptable?
Yes, a high step switching range is acceptable. We only ask that it has 50KW load step switches available as well.
3. • Should the unit really be designed for 2400 V and 4160 V?
The requirement is 4160V. The voltage is 2400/4160V. 2400V is line to neutral and 4160V is line to line voltage.
4. Is it 3 phase 3 wire 60Hz?
The generator has a 3 phase 4 wire WYE connected alternator and can be either 50hz or 60hz.
5. Standardly 4160V 1000kW load bank, power will derate to 333kW when testing 2400V 3 phase, is it acceptable?
Yes, this is acceptable.
6. Minimum load step? 50kW?”
Yes, we would like the minimum load step to be 50kw.
7. “Safety interlocks to ensure proper operation with BPUs”. It would be great if you could support us with some information on this for better clarity.
Safety Interlocks kits to prevent catastrophic damage when operating under normal facility/building load and then switching to the artificial load being provided by the load bank itself. This ensures safe isolation during routine maintenance and diagnostic testing.
