About this file
This is a Questions and Answers document addressing clarifications on the re-acquisition of Aircraft Wash Rack Services for Spangdahlem AB, Germany (Solicitation FA560626R0001). The requirement is a follow-on contract to FA560621D0001 and involves washing F-16 aircraft on a 180-day cycle, with typically two aircraft scheduled for washing during weekend periods. The Fighter Generation Squadron holds weekly Shared Resources meetings where contractors can review scheduled aircraft and timing.
All wash service personnel, including the wash supervisor, must maintain a current in-scope Tier 3 U.S. Secret security clearance. The Government will provide the DD Form 254 and is responsible for hazardous waste disposal, including oily and greasy rags generated during the lubrication process. Rags are Government-furnished consumables to be acquired through the supply system or purchase card requests and will be maintained on-site at the wash rack. The Government retains responsibility for hazardous waste disposal associated with the lubrication operations.

1. Security / DD Form 254 / Clearance Applicability The PWS requires contractor employees working on/around aircraft to maintain a current in-scope Tier 3 U.S. Secret clearance and references DD Form 254. “Will the Government provide the DD Form 254 (or advise when/how it will be released) and confirm whether the Secret clearance requirement applies to all wash service personnel or only designated positions?
-The government will provide the DD Form 254. Secret clearance is required for all wash service personnel to include the wash supervisor.
1. Hazardous Waste Disposal Scope (Lubrication Waste) The PWS indicates the Government is responsible for hazardous waste disposal. Please confirm whether this includes oily/greasy rags generated during the lubrication process.
-Oily/greasy rags generated during lubrication are included in hazardous waste disposal requirements.
1. Consumables: Rags / Issue Method (Supply vs Tool Room) Appendix 3 states the Government provides supplies. Please clarify whether rags used for lubrication are included as Government-furnished consumables and, if so, how they are issued (e.g., stocked/supplied vs signed out through a tool room or supply point).
