About this file

This document is a Questions and Answers (Q&A) file for Solicitation FA560625QA004 for Local National Occupational Health Care Services. The document contains two key questions from a potential contractor and the corresponding government responses. The first question addresses the handling of "no shows" or missed appointments, with the contractor proposing mechanisms like charging for downtime or including a separate contract line item (CLIN) for missed appointments. The government response firmly rejects these proposals, stating that cancellations are typically due to unforeseeable mission requirements or employee sickness, and that rescheduling is usually done through online booking tools with minimal impact.

The second question seeks clarification on the comprehensive list of required submission documents for the proposal, specifically requesting confirmation of mandatory attachments, forms, and required FAR clauses. The government's response is straightforward, directing the contractor to refer to the posted Solicitation/Combo on SAM.gov for all proposal instructions. The document provides insight into the government's approach to contract administration and document submission for this local national occupational health care services procurement.

FA560625QA004 – Local National Occupational Health Care Services

Questions Government Responses Question 1: Handling of “No Shows” Currently, the solicitation documents do not provide a mechanism to account for “no shows” (missed appointments). Could you clarify if it you would accept the inclusion of a separate CLIN and/or a fixed lump-sum charge to cover costs associated with no-show appointments? This would ensure transparency and proper cost recovery for services scheduled but not utilized. We propose the following approach for consideration:

1. If agreed appointments are not kept and the responsibility lies with the Government or its employees, the contractor shall be entitled to charge 100% of the resulting downtime for cancellations made less than three (3) business days (Monday through Friday) prior to the scheduled appointment, while maintaining medical confidentiality and data protection requirements.

2. Alternatively, the inclusion of a separate CLIN or a fixed lump-sum charge for no-show occurrences could be considered.

In previous contract there has not been a “missed appointment” mechanism.

None of the proposed options are acceptable.

In all cases, cancellations occur due to mission requirements at the workplace or due to sickness of the employee and therefore it is not possible to cancel three business days in advance because both are acute and unforeseeable occasions.

Also, we don’t cancel appointment but reschedule. Rescheduling is usually done via online booking tools so there is minimal impact timewise and financially on the contractor.

Question 2: Comprehensive List of Required Submission Documents Could you provide a clear, consolidated list of all documents that must be submitted with the proposal? Specifically, we would appreciate confirmation of:

• All mandatory attachments and forms

• Any required FAR clauses or certifications that need to be completed and included. This will help ensure that all required documentation is submitted accurately and on time.

Please refer to the posted Solicitation/Combo for all proposal instructions on SAM.gov.
