About this file
This Sole Source (Including Brand Name) Justification document is for the procurement of a Bosch Closed Circuit Television (CCTV) System for the 52d Fighter Wing Security Forces Squadron at Spangdahlem Air Base, Germany. The acquisition involves hardware, software, installation, and training for new cameras along the southside perimeter of the base, with a requirement to integrate seamlessly with existing systems. The procurement will be a firm-fixed-price contract using Simplified Acquisition Procedures, with the justification based on the need for interoperable and compatible CCTV equipment.
The document highlights that only Bosch resellers can provide the required equipment and services due to technical compatibility constraints with other manufacturers. Market research identified multiple authorized Bosch resellers, and the solicitation will be posted on SAM.gov to ensure competition at the reseller level. The government plans to foster broader competition in future acquisitions by prioritizing system refreshes, acquiring technical data and software rights, and developing standardized specifications. The contracting activity is the 52d Contracting Squadron, with coordination and approval completed in September 2025.

I. Contracting Activity.
52d Contracting Squadron (52 CONS), Spangdahlem Air Base, Germany
II. Nature and/or description of the action being processed.
This action is for the procurement and installation of a brand-name Bosch Closed Circuit Television (CCTV) System in support of the 52d Fighter Wing Security Forces Squadron (SFS) at Spangdahlem AB, Germany.
The action will be awarded as a firm-fixed-price contract utilizing Simplified Acquisition Procedures (SAP) under FAR 13.5 for commercial items. The requirement includes hardware, software, installation, and training.
III. Description of supplies/services required to meet agency needs.
This action is for the procurement of all supplies, services, and transportation necessary for the installation of closed-circuit television and associated equipment, warranties, and training on the southside of Spangdahlem Air Base. The contractor is required to provide and install new cameras along the southside perimeter of Spangdahlem Air Base that are compatible with the current systems. New cameras must feed into and be displayed on current systems. The overall goal of the project is to achieve CCTV coverage on the southside perimeter of Spangdahlem Air Base.
IV. Statutory authority permitting other than full and open competition.
This acquisition is conducted in accordance with FAR 13.501(a)(1)(ii), which permits contracting without providing for full and open competition when only one source is capable of providing the required supplies or services, provided the justification is documented and approved. Additionally, FAR 11.105 authorizes the use of brand-name specifications when properly justified and approved. In this case, only Bosch system can meet 52 SFS operational and interoperability requirements
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
In order for Spangdahlem AB's CCTV network to fully operate, it must have interoperable and compatible cameras, equipment, and software along the southside perimeter of SAB. Bosch resellers are the only authorized vendors who can sell, install, and train on these CCTV networks.
Bosch resellers have the compatible equipment, product knowledge, installation and training expertise, and product warranty necessary to ensure Spangdahlem AB has uninterrupted CCTV coverage on the southside perimeter, and throughout the base itself.
Although there are other manufacturers with similar CCTV network capabilities, these brands cannot be effectively integrated into the current system. Due to licensing restrictions and other compatibility issues, incorporating cameras from other manufacturers would introduce significant technical challenges that would hinder system performance, potentially preventing network function altogether. These technical challenges, along with training personnel on different brands would incur substantial costs to the government.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Although the requirement is limited to Bosch brand-name products, competition will still be sought among

Market research identified more than one vendor capable of supplying and installing the required Bosch CCTV System. The solicitation will be posted on SAM.gov in accordance with FAR 5.201, with the approved brand-name justification attached, and all interested parties will be invited to compete. This approach ensures adequate competition at the reseller level, promotes fair and reasonable pricing, and maintains compliance with FAR 11.105 and FAR 13.501.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The anticipated cost to the Government is expected to be fair and reasonable. Multiple authorized Bosch resellers will be solicited through the Government Point of Entry (GPE), and award will be made to an offeror whose proposal is technically acceptable. This approach ensures that adequate competition is obtained at the reseller level and that pricing is consistent with current market conditions.
Based on these measures, the Contracting Officer concludes that the final award price will represent a competed offer, and therefore a fair and reasonable price to the Government.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
The contracting office conducted market research to identify sources capable of satisfying the agency's requirements and determine the availability of commercial or non-developmental items that could meet the needs of the Government. This research included reviewing acquisition histories, examining previous procurements for similar items, and engaging with industry representatives to assess the availability of alternate equipment or substitutes.
SAB has six previous procurements for similar items, both for SAB proper and its Geographically Separated Units (GSUs). Initial CCTV requirements were not brand name or sole source and obtained adequate competition. The equipment and installation services were also determined to be commercial.
Vendors with previous CCTV contracts with SAB were contacted to gauge interest in the new requirement, whether their Bosch CCTV systems could be compatible with other CCTV equipment, and if installation could be performed by a non-Bosch reseller. Two vendors expressed interest in the requirement, confirmed they provide Bosch CCTV equipment as authorized resellers. One local vendor who does not provide Bosch CCTV equipment was contacted, and confirmed that they do not integrate their equipment with Bosch CCTV equipment, nor do they install Bosch CCTV equipment.
The results of this research provided a high level of confidence that the required items and services are commercially available and that multiple qualified sources exist to fulfill the requirement.
Additionally, the research confirmed that the items can be procured without the need for significant modifications, ensuring alignment with the Government's operational needs. This effort supports the expectation of competition and fair and reasonable pricing for the acquisition. Based on this research, it was concluded that the Government's requirements can only be satisfied by brand-name Bosch CCTV equipment, with competition anticipated among authorized Bosch resellers.

IX. Any other facts supporting the use of Other Than Full and Open Competition.
The use of other than full and open competition is supported by the fact that the required equipment must meet specific technical and performance requirements that are compatible with the existing Bosch system.
X. List of any sources that expressed, in writing, an interest in the acquisition.
Scott Total Security and Bosch Sicherheitssysteme GmbH
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
The government will take deliberate actions to foster competition for future acquisitions by prioritizing complete system refreshes or replacements to eliminate compatibility constraints tied to specific brands. Efforts will include acquiring technical data and software rights to enable competition for follow-on procurements, qualifying additional vendors through market research and industry engagement, and developing standardized specifications that promote broader competition while meeting operational needs. These actions aim to reduce reliance on sole source awards, foster competition, and ensure fairness and value in future acquisitions in support of 52 SFS.
