About this file
This document is a Questions and Answers (Q&A) addendum for a Medical Warehouse Technicians solicitation at Spangdahlem AB, with Solicitation # FA560625QA066. The solicitation is structured under a Lowest Price Technically Acceptable (LPTA) evaluation criteria, seeking two Full-Time Equivalent (2 FTE) positions for medical warehouse services in Europe. Key details from the Q&A include clarifications that no management structure is explicitly required to be physically located in Europe, and there is no Economic Price Adjustment clause to address potential changes in exchange rates, minimum wages, or inflation. The government specified that for backfill/absence coverage, within the first 4 weeks one technician should cover for the other, and after 4 weeks a replacement should be available. The solicitation will evaluate proposals based on whether the proposed price is fair, reasonable, and realistic for the work to be performed.

Medical Warehouse Technicians, Spangdahlem AB, Solicitation # FA560625QA066
Questions:
1. Quality Control Plan. Does the Government want a management structure physically located in Europe?
The solicitation or Performance Work Statement does not explicitly require a management structure to be physically located in Europe.
2. The evaluation criteria is given as LPTA; however, experience in this marketplace proves that unless a livable wage is offered, positions will not be filled. Will the Government factor in market salaries in this area when evaluating reasonability/feasibility of offered pricing?
The Government will evaluate proposals in accordance with the criteria outlined in the solicitation. For this procurement, the evaluation criteria are Lowest Price Technically Acceptable (LPTA). Under this approach, the Government will assess whether the proposed price is fair, reasonable, and realistic for the work to be performed.
3. Backfill/Absences: What is the policy for backfill coverage during illness, vacation times, or other reasons in which the key personnel may be absent?
Since this is a 2 FTE position, up until 4 weeks one should cover for the other and after this period a replacement should be available .
4. The Solicitation on pg. 2 lists this statement: Please see continuation on page 3 - Contractor Responsibility Exhibit. We do not find this information given on page 3 or any other information regarding what else should be submitted with the proposal aside from the pricing section. Is there further information to be added?
The sentence ”Please see continuation on page 3….” has been deleted from the combo.
5. Does the government envision an Economic Price Adjustment clause to address any significant potential changes in the exchange rate, minimum wage rates, or inflation?
No.
