About this file

This document contains the Questions & Answers for Solicitation FA560624Q0038, which is a requirement for a UH-60 and Car Fire Trainer for Spangdahlem Air Base. The solicitation is a full and open Request for Quote (RFQ), not an incumbent contract. Key details include:

The required UH-60 trainer should be life-size, per the updated Attachment 1 - Salient Characteristics. The car trainer should also be full-size, not a small "kiddy car" model, to meet the specified salient characteristics. The agency is aware of a prior lawsuit related to automation failures with a similar fire trainer. The solicitation does not require the trainer to be trailer-mounted. Pictures of the existing propane vessel and connections have been provided via email. This is a brand new contract requirement, with no incumbent contractor.

Questions & Answers

FA560624Q0038

UH-60 and Car Fire Trainer

1. This is a full open RFQ?

Yes

2. When you specify a realistic UH-60, are you saying this is to be Lifesize? If not, can you list your required dimensions please.

Please see updated Attachment 1 – Salient Characteristics.

3. The car trainer dimensions specified are fireblast 451's little kiddy car. Will a Lifesize car trainer be accepted? The small car is too compact to allow for all the salient characteristics you would like and like at Edwards AFB all the melted automation in the trunk area were removed due to heat from the passenger fire scene.

Please see updated Attachment 1 – Salient Characteristics.

4. Are you aware of the 34million dollar lawsuit brought against Fireblast for the automation failure and major burning of a training officer at Haywood Community College? https://www.themountaineer.com/news/burn-tower-company-deflects-blame-in-hcc-explosion-lawsuit-but-names-wrong-party/article_1a21aa88-2805- 11ef-85d8-6b740103944b.html. And their specific requirements for pre set up, checkout, three sets of eyes, sign off, and training operations. Just making sure you are aware of all this.

Yes.

5. You do not specifically list trailer-able. Can it be assumed you want a trailer with this

RFQ?

Trailer-able is not a requirement.

6. Could a picture of the existing propane vessel and any current connections to the liquid feed be provided?

Pictures submitted via email.

7. Is this a brand new contract OR if there is (was) an incumbent performing these services.

This is a commodity requirement which includes services of delivery and installation of the items. This is a brand new contract and there was no incumbent contract, therefore a current/previous contract number cannot be provided.
