# Reference Paragraph Questions Answers

1 Statement of Work 4.2.2 Width

In order to ensure adequate competition, we recommend the following modifications to the Width Specification:

Width: Not greater than 203cm or 80".

We cannot adjust the width as we are limited on space. Per Salient Characteristics & Specifications document, width will be 134.6 cm or 53'.

2 Statement of Work 4.2.3 Height

We understand that the height is not a critical dimension of the X‐ray unit. In order to ensure adequate competition, we recommend the following modifications to the Height Specification:

There is no mention of including entry/exit roller tables with the X‐ray machine. Are these required and, if so, what size? 0.5m? 1.0m?

We would like entry/exit roller tables.

We have no requirement on size, however the Salient Characteristics and Specifications document lists these at 50cm increments.

4 Statement of Work

4.5.3 Conveyor

load

In order to ensure adequate competition, we recommend the following modifications to the Conveyor Load Specification:

Conveyor load (minimum) of 200kg or 441lbs.

Shipping through the military airlift system is acceptable.

7 Statement of Work 7. Training Is there a specific training duration that is desired, e.g., two‐day, 8 hours per day?

There is no training duration required. Only require minnimum training of 2 personnel.

8 Statement of Work

9. Date of

Delivery

The requirement states "Project completion shall be no later than five (5) months after date of award." However, in document "Combined

Synopsis/Solicitation" it is stated that "Equipment Delivery within 90 days of award. Installation/Training scheduled and performed within 30 days of equipment delivery." This totals only four (4) months after award. We recommend that project completion be no more than seven (7) months after date of award, to take into account uncertainties associated with Export

Licensing, Country‐Specific Customs Clearance procedures, Base Access requirements and lead‐time, COVID‐19 impacts on supply chain, and restricted travel of Field Service Rep's in the future due to COVID‐19 pandemic. Also, we recommend Equipment Delivery within 150 days of award, with Installation/ Training scheduled and performed within 60 days of equipment delivery, resulting in project completion no more than seven (7) months after date of award.

We can push the project completion to your recomendation of no more than 7 months after date of award. Please be aware that the fiscal year ends 30

September 2021, and we would highly prefer this to be expensed before that time.

Regarding Delivery, it is understood that delivery is FOB Destination only.

However, do you require “dock‐dock” delivery, in which case your facility personnel would be required to move the equipment from the facility receiving dock to the specific install location inside the facility, and would also be responsible for removal/disposal of all crating materials ‐‐ OR – do you want me to quote “Inside” delivery, where the vendor would be responsible for delivery to the facility loading dock, for movement of the equipment to the specific install location inside the facility, and for removal/disposal of all pallet/shipping materials?

We supplied Patch Barracks in Stuttgart with similar products and training recently – the main issue we had there was unloading on delivery and moving the machines around. Will you be able to provide a forklift truck on base to unload the scanner from the lorry and then subsequently move it during installation (the latter is preferable but I understand it may not be possible given available space, if not my team can do it manually but they will certainly need one for unloading)? Will regulations allow our technicians to use the forklift on site (they are qualified) and if not will you be able to provide an operator? Best case scenario both would be available for two days but one day is essential.

We have 10K forklifts. Your technician can operate or we can provide a operator.
