1. Introduction: Air Mobility Command (AMC) requires passenger luggage x-ray machines to ensure AMC passenger service agents are not required to physically inspect/search all hand-carried items and checked luggage to meet United States Transportation Command (USTRANSCOM) and AMC passenger screening requirements. The 521st AMOW/TR intends to standardize the administrative and operational infrastructure to support all AMC Passenger Terminals, to include Spangdahlem AB, with the central management of passenger hand carried and checked luggage screening resources.
2. Background: 726 Air Mobility Squadron (AMS) is looking to procure 1 passenger luggage x-ray machine for the 726 AMS Passenger Terminal at Spangdahlem AB.
3. Objectives: The objective of this project is to procure and install 1 x-ray machine and must include a
12-month service contract and warranty after installation in addition to training for a minimum of two personnel.
4. Description of Product (Luggage X-Ray Machines):
4.1. The current x-ray machine sizes at the 726 AMS:
4.1.1. Overall Dimensions: (L-188 cm x W-103 cm x H-139.4 cm) or (L-74” x W-41” x H-55”)
4.1.2. Tunnel Size: (W-78 cm x H-58.3 cm) or (W-31” x H-23”)
4.2. The overall dimension restrictions are due to limited spaces within screening areas. 726 AMS needs larger tunnel entrance and exit sizes to accommodate large luggage associated with personnel in Permanent Change of Station status and oversized deployment style luggage during rotations. The overall dimensions size of the machine required is:
4.2.1. Length: Not greater than 368 cm or 145”
4.2.2. Width: Not greater than 165 cm or 65”
4.2.3. Height: Not greater than 183 cm or 72”
4.2.4. The x-ray machine tunnel size must be able to accommodate large size luggage, pelican cases, oversized items, outsized duffle bags, and DoD roller style deployment bags.
Minimum dimension for tunnel size required are 77 cm or 30.3” by 57 cm 22.4”.
4.3. The x-ray machines must include a 12-month service contract and warranty after installation in addition to training for a minimum of two personnel..
4.4. The x-ray machine shall be on the approved Air Cargo Screening Technology List (ACSTL) as a qualified TSA approved security program. However, the machine cannot be on the Grandfathered list, and expiring in December 2020.
4.5. X-ray machines must include:
4.5.1. TSA and/or European certification
4.5.2. Automatic detection of Explosives
